Uneven Access and Underuse of Ecological Amenities in Urban Parks of the Río Piedras Watershed Ecology and Society
Garcia-Montiel, Diana C.; Institute for Tropical Ecosystem Studies, University of Puerto Rico ; dgarcia@ites.upr.edu.
The association between consumption of ecological amenities in a park setting and improved physical and mental health substantiates the need for improved accessibility to green areas in lower-income neighborhoods. We measured green area accessibility, considering income variation, and park use in a densely populated tropical urban watershed. Park use was explored with 442 in-person interviews, and U.S. Census and Puerto Rico Commonwealth data were used to measure accessibility. Nearly 20% of residents earning ≤ $15,000 lived within park service areas with the highest crime incidence in the region, whereas 90% of those earning > $75,000 lived within park service areas with lower crime rates. Innovative nonexclusionary activities such as...

Identifying fisheries dependent communities in EU coastal areas ArchiMer
Natale, Fabrizio; Carvalho, Natacha; Harrop, Michael; Guillen Garcia, Jordi; Frangoudes, Katia.
The importance of local communities relying on fisheries is constantly emphasised in the European Union's Common Fishery Policy. Previous studies have analysed fishery employment for the entire EU based on statistical figures aggregated by administrative units at the regional or provincial level. This paper adopts a geographical approach to identify EU coastal communities relying on fisheries using accessibility analysis, principles at the basis of gravity models and disaggregated population and employment statistics. The dependency on fisheries is calculated comparing estimated employment from fisheries at each port with general employment in the areas of accessibility surrounding the port. By considering spatially disaggregated statistics the importance...

Integration and sharing of data on marine ecosystems. ArchiMer
Auber, Arnaud; Delpech, Jean-paul.
Integration and data sharing on marine ecosystem constitute two major contributors to ecosystem management. In this report, we present the different methods that have been used to integrate and share data in the context of Interreg IVA France (Channel) – England projects. Identification of limits and barriers encountered within these projects may help to improve our capacity to lead future projects, notably those involved in marine ecosystem management.

Disentangling the complex roles of markets on coral reefs in northwest Madagascar ArchiMer
Maire, Eva; D'Agata, Stephanie; Aliaume, Catherine; Mouillot, David; Darling, Emily S.; Ramahery, Volanirina; Ranaivoson, Ravaka; Randriamanantsoa, Bemahafaly; Tianarisoa, Tantely F.; Santisy, Abdoul; Cinner, Joshua E..
Rapid degradation of the world’s coral reefs jeopardizes their ecological functioning and ultimately imperils the wellbeing of the millions of people with reef-dependent livelihoods. Ecosystem accessibility is the main driver of their conditions, with the most accessible ecosystems being most at risk of resource depletion. People’s socioeconomic conditions can change as they get further from urban centers and can profoundly influence people’s relationship with the environment. However, the mechanisms through which increasing accessibility from human societies affects natural resources are still unclear. A plausible mechanism through which markets influence the environment is through the socioeconomic changes that tend to accompany accessibility. We used...

Hake catchability by the French trawler fleet in the Bay of Biscay: estimating technical and biological components ArchiMer
Mahevas, Stephanie; Trenkel, Verena; Doray, Mathieu; Peyronnet, Arnaud.
Several factors affect trawl catchability: (i) gear and vessel technical characteristics, (ii) anthropogenic factors, and (iii) biological factors. The objectives of this study were to assess the relative contribution of each factor to variations in hake (Merluccius merluccius) landings by the French trawler fleet operating on the shelf of the northern Bay of Biscay (ICES Subdivision VIIIa). Using generalized linear models, the impact of technical and anthropogenic factors was evaluated using landings per unit effort (lpue) obtained from logbooks. Variations in hake lpue were explained primarily by anthropogenic factors. For studying the biological components of catchability, the results of a scientific trawl survey in July 2006 involving three similar...

ICT helps to overcome disabilities AgEcon
Benda, Petr; Havlicek, Zdenek; Lohr, Vaclav; Havranek, M..
As a result of technological progress ICT (Information and Communication Technologies) has created the so-called „digital divide“. Some people are unable to individually respond to this progress, but the proper use of ICT can help them overcome this handicap. One of the possibilities is to create accessible and usable applications depending on the character and level of disability. In accordance with the European CertiAgri project, e-learning tools are used for integrating people with disabilities into the horticultural area. The paper specifically describes examples of simple teaching aids from the practical „green care“ course, which focus on the skills of people with mental disabilities.

RE-ENGINEERING THE WELFARE SYSTEM - A STUDY OF ADMINISTRATIVE CHANGES TO THE FOOD STAMP PROGRAM: FINAL REPORT AgEcon
Bell, Loren; Pachikara, Susan; Williams, Susan Schreiber; Gabor, Vivian.
All States in a recent study undertook at least one "re-engineering" activity in their Food Stamp Programs (FSPs) as a result of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA). In addition, 35 States implemented changes in 3 or more re-engineering categories, while 24 States planned changes for fiscal year (FY) 2000 in 2 or more categories. PRWORA dramatically changed the systems that provide cash assistance and food stamps to low-income Americans. Along with mandatory changes in food stamp eligibility, States were given greater flexibility to administer their programs to meet their unique needs. While States had begun changing the way program services were delivered before passage of welfare reform legislation, PRWORA...

Improving the Delivery of Rural Development Programmes AgEcon
Dwyer, Janet.
Key issues in the effective delivery of EU-funded rural development programmes include simplification, transparency and accessibility. This paper draws upon the experience of rural development programming, as presented in a number of case studies drawn from recent and ongoing research by the author and others, and discussed in the panel sessions at the Salzburg RD conference in 2003, to summarise outstanding needs in these areas. Central areas of concern include a lack of local flexibility and poor integration between top-level goals at the point of delivery, as well as a lack of trust and support for capacity building and innovation among local delivery agents, where synergies between economic, environmental and social aims can most readily be identified...

Possibilities of web-conferencing systems for disabled students AgEcon
Benda, Petr; Havranek, M.; Lohr, Vaclav; Havlicek, Zdenek.
This paper deals with issues of web-conferencing systems accessibility and usability. These systems and applications are becoming increasingly popular in the educational process. Unfortunately, the majority of webconferencing systems are not designed for users with disabilities. The aim of this paper is to describe possibilities of web-conferencing system for teaching handicapped students and explain the benefits of using this solution for common education. The main part of testing the hypothesis and possibilities were carried out in the Adobe Acrobat Connect system which is commonly used in the educational process at CULS.

SICHTWEISEN ÄLTERER MENSCHEN AUF MEDIZINISCHE VERSORGUNG AUF DEM LAND – EINE EMPIRISCHE STUDIE AUS DEUTSCHLAND AgEcon
Noack, Eva Maria; Bergmann, Holger.
With demographic change, many rural regions in Germany face the challenge to ensure an appropriate provision of basic services, also for the increasing share of immobile population groups. Among others, the growing number of old and very old people will increase the demand for medical care. Although, on the whole health care in Germany is very good, in some rural areas its provision tends to be difficult. This paper presents findings of an empirical study on older people’s mobility options, obstacles that constrain the access to health care and related needs. In-depth interviews were conducted with elderly men and women living in Holzminden, a district in Lower Saxony already massively affected by demographic ageing and shrinking. The analysis reveals high...

Investigating accessibility in Latin American science museums and centers Anais da ABC (AABC)
ROCHA,JESSICA NORBERTO; MASSARANI,LUISA; ABREU,WILLIAN VIEIRA DE; INACIO,LUIZ GUSTAVO BARCELLOS; MOLENZANI,ALINE OLIVEIRA.
Abstract Science museums are powerful places not only for science communication, informal science teaching, and leisure but also for promoting science and technology in an equitable, diverse, and inclusive mode. The paper presents an overview of accessibility in Latin American science museums and centers, based on a questionnaire comprised of open and closed questions in Portuguese and Spanish. The answers received from directors and other personnel responsible for 109 institutions in twelve countries were analyzed using an accessibility indicator tool. The findings suggest that these institutions generally offer some physical accessibility resources and fewer communicational and attitudinal accessibility resources. Data also show that there is an absence...
