Competing Visions of U.S. Agriculture: Can We Have Our Cake and Eat It Too in Reforming Federal Farm Policy AgEcon

Two alternative visions for U.S. agriculture are described—“the global competitiveness vision” and the “sustainable agriculture vision”—together with farm policy reform proposals associated with each vision. The USDA’s proposed policy reforms (released in January 2007) also are briefly explained and compared to those of groups associated with the global competitiveness and sustainable agriculture visions. The author closes the article with a discussion of the compatibility of different reform proposals and the challenges of passing legislation containing major policy reform.

Distortions in a Multi-Level Co-Financing System: The Case of the Agri-Environmental Program of Saxony-Anhalt AgEcon

In this paper we analyze the impact of the EU multi-level co-financing system on regional policy-making and priority setting taking the case of the agri-environmental program of Saxony-Anhalt in Germany. The implications of several co-financing scenarios are analyzed and compared to respective lump-sum transfers using an interactive linear programming approach. The results reveal that regional choices on agri-environmental measures are strongly influenced by the co-financing system leading to distortions. The extent of these distortions depends on the specific regional preferences and restrictions to be considered in the policy-making process.

Time for Change in U.S. Farm Policy: Fundamental Reform Emphasizing Institutions Based on Agriculture's 'Multifunctionality'? AgEcon

In this article, the author first traces the evolution of political economy perspectives since U.S. farm policy as we know it today was first established in the 1930s. He then discusses the preconditions for a change in the settled beliefs of citizens and policy makers about what U.S. farm policy should look like in the future. The article contains the author’s suggestions for farm policy reform based on a “sustainable agriculture vision” that is also compatible with a multifunctionality view of agriculture. Multifunctionality has been the basis of recent reforms of the European Union’s Common Agricultural Policy.

Financing Agri-Environmental Programs in Poland: The Importance of Regional Preferences AgEcon

The main objective of the paper is to study the importance of regional preferences in financing agri-environmental programs. The analysis is based on results of a case study conducted in South-eastern Poland. As environmental protection in agriculture is complex and often considered in political strategies, it is worth analyzing the differences in perception of the respective environmental objectives from a regional perspective. Taking into account natural conditions and the economic situation in agriculture in the voivodship Podkarpackie, the question is, how regional objectives could be achieved effectively with a given budget. Using linear programming, we discuss in this paper, how regional preferences would guide budget allocation.

Production Effects of Agri-environmental "Green Box" Payments: Empirical Results from the EU AgEcon

Agri-environmental programs are part of the green box of the GATT Uruguay Round and are supposed to "have no, or at most minimal trade distorting effects or effects on production." In addition, "the amount of payment shall be limited to the extra costs or loss of income involved in complying with the government programme." Utilizing farm accounting data we estimate the effects on yields for ten agri-environmental programs in Austria, which account for 12% of EU's budget expenditures for agri-environmental programs. Only three out of these ten programs have significant negative effects on yields, while one program has a significant positive impact and the rest has no significant impact. These results suggest that there are serious windfall profits...
