After almost a decade of downsizing, Russian agriculture has been steadily growing since the end of 90's against the background of deep organizational changes and innovations. The traditional collective farming segment is the key target and subject of innovations. Outside investors and operators have acquired control over farm assets from the primary nominal owners and possessors. As a result, exceptionally large commercial farm operations - "agroholdings" - are being created. Both inside and outside innovators are introducing organizational changes such as vertical integration, custom and contract farming, land leasing, machinery sharing and others. The paper provides an overview of the institutional arrangements on the micro level that have evolved in the agro-food sector of Kazakhstan in the course of transition. Emphasis is laid on more complex arrangements like "agroholdings" and "clusters", hitherto mostly unknown in the agro-food sectors of established market economies. It is shown that "agroholdings" are concentrated mainly in the northern part of Kazakhstan and to a large extent in the grain sector, while in the south a scattered small scale (individual) farm structure has emerged. Parallel to this market-driven development, the Kazakhstani government tries to promote other institutional arrangements that it deems to be of superior competitiveness, especially agro-food clusters. Differences in farm structures between Russia and western market economies can hardly be made consistent with the neoclassical textbook idea of a technologically determined farm size operating in a perfect market environment. The main aim of the paper is to identify embedded institutions that provide an explanation for the persistent differences. It is shown that these institutions vary widely across countries. We argue that the historical contingency of a patrimonial society that is both hierarchical and egalitarian also has an important bearing on the current persistence of large farming structures in Russia. While ‘land grabbing’ in Africa by China, and other populous, high-income Asian countries such as South Korea got quite some attention, land grabbing in post-Soviet Eurasia has gone largely unnoticed. However, as this paper shows, recently also in the latter region foreign state and private companies are accumulating vast expanses of farm land. The paper discusses the factors which make post-Soviet Eurasia such an attractive area for international investment, with arguably much more potential than most areas in Africa or Asia.
