Evaluation of political control instruments for the Swiss alpine region 31

This paper analyses different direct payments system for the Swiss alpine region based on the multi-agent model SWISSland. Moreover, the future demand and management of the alpine pastures are simulated under different scenarios until 2020. In the model, agents are representing existing summer farms and are able to interact with each other. The results imply that the current direct payment system for the Swiss alpine region is effective and able to maintain a stable development until 2020. Since the land management in the alpine region is the activity that provides public goods, it would be reasonable to enforce payments that maximize the area of summered land. Participation of small businesses in the market for public contracts is widely recognized as a key policy issue. It is also commonly held that the adoption of e-procurement solutions can be effective in pursuing such an objective. To this end, we analyze the transactions completed in the period 2004-2007 through the Italian Government’s e-procurement platform, that is, the marketplace managed by the Italian Public Procurement Agency (Consip S.p.A.). Risky Loss Distributions and Modeling the Loss Reserve Pay-out Tail 31

Although an extensive literature has developed on modeling the loss reserve runoff triangle, the estimation of severity distributions applicable to claims settled in specific cells of the runoff triangle has received little attention in the literature. This paper proposes the use of a very flexible probability density function, the generalized beta of the 2nd kind (GB2) to model severity distributions in the cells of the runoff triangle and illustrates the use of the GB2 based on a sample of nearly 500,000 products liability paid claims. A Nonparametric Kernel Representation of the Agricultural Production Function: Implications for Economic Measures of Technology 31

The issue of production function estimation has received recent attention, particularly in agricultural economics with the advent of precision farming. Yet, the evidence to date is far from unanimous on the proper form of the production function. This paper reexamines the use of the primal production function framework using nonparametric regression techniques. Specifically, the paper demonstrates how a nonparametric regression based on a kernel density estimator can be used to estimate a production function using data on corn production from Illinois and Indiana. A Flexible Parametric Family for the Modeling and Simulation of Yield Distributions 31

The distributions currently used to model and simulate crop yields are unable to accommodate a substantial subset of the theoretically feasible mean-variance-skewness-kurtosis (MVSK) hyperspace. Because these first four central moments are key determinants of shape, the available distributions might not be capable of adequately modeling all yield distributions that could be encountered in practice. This study introduces a system of distributions that can span the entire MVSK space and assesses its potential to serve as a more comprehensive parametric crop yield model, improving the breadth of distributional choices available to researchers and the likelihood of formulating proper parametric models.

Testing for Separability in Household Models with Heterogeneous Behavior: A Mixture Model Approach 31

Knowing whether a household behaves according to separability or non-separability is needed for the correct modeling of production decisions. We propose a superior test to those found in the literature on separability by using a mixture distribution approach to estimate the probability that a farm household behaves according to non-separability, and test that the determinants of consumption affect production decisions for households categorized as non-separable. With non-separability attributed to labor market constraints, the switcher equation shows that Peruvian farm households that are indigenous and young, with low levels of education, and lack of local employment opportunities are more likely to be constrained on the labor market.
