Payment for ecosystem services (PES) is a market-based approach to environmental management that compensates land stewards for ecosystem conservation and restoration. Because low-income households and communities control much of the ecologically sensitive land in developing countries, they potentially stand to gain from PES, as environmentally responsible stewardship is assigned a value by various actors in society. To date, however, instances of PES benefiting the poor have been limited mainly to specific localities, small-scale projects, and a handful of broader government programs. Mechanisms of compensation and reward for environmental services (CRES) are becoming increasingly contemplated as means for managing human–environment interactions. Most of the functional mechanisms in the tropics have been developed within the last 15 years; many developing countries still have had little experience with functional mechanisms. We consider the conditions that foster the origin and implementation of functional mechanisms. Deductive and inductive approaches are combined. Eight hypotheses are derived from theories of institution and policy change. Five case studies, from Latin America, Africa, and Asia, are then reviewed according to a common framework. With the increasing need to reduce greenhouse gas concentrations, afforestation and reforestation (A/R) projects are being implemented under the Kyoto Clean Development Mechanism (CDM) and under the voluntary carbon (C) market. The specific objective of A/R C projects is to enhance terrestrial sinks. They could also provide low-income communities in developing countries with a source of revenue, as well as a number of ecological and social services. Food-Carbon Trade-offs between Agriculture and Reforestation Land Uses under Alternate Market-based Policies Ecology and Society

Understanding the effects of payments on the adoption of reforestation in agricultural areas and the associated food-carbon trade-offs is necessary to inform climate change policy. Economic viability of reforestation under payment per hectare and payment per tonne schemes for carbon sequestration was assessed in a region in southern Australia supporting 6.1 Mha of rain-fed agriculture. The results show that under the median scenario, a carbon price of 27 A$/tCO2-e could make one-third of the study area (nearly 2 Mha) more profitable for reforestation than agriculture, and at 58 A$/tCO2-e all of the study area could become more profitable. An iron budget during the natural iron fertilisation experiment KEOPS (Kerguelen Islands, Southern Ocean) ArchiMer

Total dissolvable iron (TDFe) was measured in the water column above and in the surrounding of the Kerguelen Plateau (Indian sector of the Southern Ocean) during the KErguelen Ocean Plateau compared Study (KEOPS) cruise. TDFe concentrations ranged from 0.90 to 65.6 nmol L-1 above the plateau and from 0.34 to 2.23 nmol L-1 offshore of the plateau. Station C1 located south of the plateau, near Heard Island, exhibited very high values (329-770 nmol L-1). Apparent particulate iron (Fe-app), calculated as the difference between the TDFe and the dissolved iron measured on board (DFe) represented 95 +/- 5% of the TDFe above the plateau, suggesting that particles and refractory colloids largely dominated the iron pool. The objective of this work was to evaluate Pinus aeda growth and based on X-ray methods of  densitometry and bole analyses to develop mathematical models to estimate carbon amount accumulated on trees of different ages varying on DBH. Five P. taeda plantations were selected on sites of different soils, thinning intensity and growing rate. On each site dominant trees were selected and discs cuts from different heights were collected and submitted to X-ray densitometry for trunk analyses. Mathematical models were developed, to generated equations to compare by testing their statistical identity and equality and to validate by bootstrap methods. Carbon concentration in structures of Arctostaphylos pungens HBK: An alternative CO2 sink in forests Phyton

Arctostaphylos pungens HBK is a dominant species with increasing abundance and distribution in chaparral ecosystems as a result of range management and, possibly, changes in climate. The value of this species for carbon (C) sequestration is unknown, and the standard 50% C out of total tree biomass is used as an approximate value. In this study, we aim to determine the C concentration of the primary components of A. pungens. The total C expressed as a percentage of biomass was determined with a Solids TOC Analyzer. We found the C concentration to vary among components. Leaves exhibited the highest C concentration (51.70%). By estimating the carbon sequestration potential of agricultural producers who own most of the land they operate, this report finds that land ownership should not be a constraining factor in agriculture’s ability to provide carbon offsets.

This study investigates the implications of treating different environmental benefits as the primary target of policy design. We focus on two scenarios, estimating for both of them in-stream sediment, nutrient loadings, and carbon sequestration. In the first, we assess the impact of a program designed to improve water quality in Iowa on carbon sequestration, and in the second, we calculate the water quality impact of a program aimed at maximizing carbon sequestration. In both cases, the policy instrument is the retirement of land from agricultural production. Agriculture and the WTO: Future Directions in the Grain and Oilseed Sectors AgEcon

This paper examines the larger economic forces that shape multilateral trade agreements and concludes that further WTO trade reform in the grain and oilseed sectors will be difficult to achieve. The somewhat successful Uruguay Round had budget and internal reform pressure to assist the process. The United States currently has large budget surpluses, and efficiency effects from policy reform following the Uruguay Round have reduced the possible gains from further domestic reform. Without these pressures, further negotiated reform in the grain and oilseed sectors is a remote possibility.
