ABSTRACT The aim of this study is to identify homogeneous rainfall zones in the winter and summer 1st and 2nd crops, in the state of Paraná, Brazil. The zones were defined by clustering using the expectation-maximization (EM) algorithm to transform seasonal rainfall series. Monthly average rainfall data collected from 157 weather stations for 20 years (1996 to 2015) were employed. The results show that the number of homogeneous zones varied among growing seasons. The summer crop presented two clusters, with rainfall averages of 1489 and 1925 mm; the second crop presented four clusters, with averages of 1849, 1004, 1454, and 1182 mm; and the winter crop had three clusters, with averages of 969, 1498, and 1171 mm. This paper explores the emerging concept of place-based economic policy. It reviews recent literature on place-based economics policy, especially regional competitiveness policy, and explores the adoption and diffusion of this concept by economic development practitioners and social science researchers. It attempts to answer the question: Are place-based economic policy and the underlying conceptual foundations lasting innovations, or are they fads which economic development practitioners and social scientists will adopt until another fad emerges? Why do biotech firms cluster? New and established firms in biotech clusters are said to capitalize on knowledge spillovers, labor-market pooling, and other externalities. Some have even argued that such spillovers are so strong that the cluster itself, rather than the individual, is the locus of entrepreneurship. The practice of mutual insurance is conditioned by two types of transaction costs: "association" costs in establishing links with insurance partners and "extraction" costs in using these links to implement insurance transfers. Data on insurance-motivated water exchanges among households along two irrigation canals in Pakistan show that households exchange bilaterally with neighbors and family members but the majority exchange with members of tightly knit clusters. In the present study we combine cluster theory with a value chain approach, with the aim of discovering elements of the European fresh vegetable business that could enable local producers to gain competitive advantages in a global market. European producers of fresh vegetables are under pressure to improve their performance and increase their competitiveness.
