A study of California’s water planning and management process, known as CALFED, offers insights into governance strategies that can deal with adaptive management of environmental resources in ways that conventional bureaucratic procedures cannot. CALFED created an informal policy-making system, engaging multiple agencies and stakeholders. The research is built on data from 5 years of field work that included interviews with participants, review of documents, and observation of meetings. We argue that CALFED can be seen as a self-organizing complex adaptive network (CAN) in which interactions were generally guided by collaborative heuristics. When environmental processes cut across socioeconomic boundaries, traditional top-down government approaches struggle to effectively manage and conserve ecosystems. In such cases, governance arrangements that foster multiactor collaboration are needed. The effectiveness of such arrangements, however, depends on how well any ecological interdependencies across governed ecosystems are aligned with patterns of collaboration. Most debates on government fisheries management, focusing on dramatic fishery collapses, have skirted the ethical dimension implicit in the exploitation, for private gain, of fishery resources that are publicly owned. The privilege to fish, a conditional right often nefariously perceived as a legislated “right,” implies ethical responsibilities linked to marine stewardship. To date, however, granting this privilege to fish has not been legally tethered to the fiduciary responsibilities of businesses to their clients or governments to their citizens: sustainable management of fisheries and conservation of living marine resources. Significant benefits can arise from collaborative forms of governance that foster self-organization and flexibility. Likewise, governance systems that fit with the extent and complexity of the system under management are considered essential to our ability to solve environmental problems. However, from an empirical perspective the fundamental question of whether self-organized (bottom-up) collaborative forms of governance are able to accomplish adequate fit is unresolved.
