Die Frage nach dem Stand und der Entwicklung des Handelsprotektionismus wird vielfach vereinfachend beantwortet: Danach haben die GATT-Runden einen kontinuierlichen Abbau bewirkt. This paper takes a welfare-view on eastern enlargement of the EU, focusing on incumbent countries. Enlargement is decomposed into three elements: Single-market integration on commodity markets, budgetary costs from EU-expenditure policies, and single market- induced migration from new to present member countries. I first use an analytical model to derive a welfare equation that identifies the principle channels for incumbent country welfare gains and losses from enlargement, including product differentiation, capital accumulation, and unemployment due to search-costs. I then propose a method that allows to extend welfare results obtained from a detailed calibrated version of this model for Germany to other incumbent countries. The approach relies on model... A number of researchers at the International Food Policy Research Institute (IFPRI) have examined the interplay between production incentives and consumer burdens, both in static and dynamic environments. Raisuddin Ahmed, P.S George, Shubh Kumar, James Gavan, and Indrani Sri Chandrasekera have each treated particular aspects of these producers and consumer price effects in recent IFPRI publications. This paper examines the methodological problems to define a modelling approach to assess the impact of full or limited bilateral liberalisation of agricultural trade flows in the Euro-Mediterranean region. The bilateral trade liberalisation process in the region is framed by complexity, in policy instruments and in the characteristics of the products, in particular fruits and vegetables. Advantages and disadvantages of the general equilibrium and partial equilibrium approaches to simulate trade policy impacts are assessed. Current negotiations at the WTO’s Committee on Trade and Environment have made it conceivable that WTO members agree on selective tariff cuts for certain Environmentally Preferable Products, in an attempt to combine gains from trade and from cleaner production/consumption. This raises questions on the environmental and welfare implications of trade policy when a close substitute (“environmentally worse") exists.
