Strong connections, loose coupling: the influence of the Bering Sea ecosystem on commercial fisheries and subsistence harvests in Alaska Ecology and Society
Haynie, Alan C; Resource Ecology and Fisheries Management Division, Alaska Fisheries Science Center, National Marine Fisheries Service, National Oceanic and Atmospheric Administration; alan.haynie@noaa.gov; Huntington, Henry P; Eagle River, Alaska; hph@alaska.net.
Human-environment connections are the subject of much study, and the details of those connections are crucial factors in effective environmental management. In a large, interdisciplinary study of the eastern Bering Sea ecosystem involving disciplines from physical oceanography to anthropology, one of the research teams examined commercial fisheries and another looked at subsistence harvests by Alaska Natives. Commercial fisheries and subsistence harvests are extensive, demonstrating strong connections between the ecosystem and the humans who use it. At the same time, however, both research teams concluded that the influence of ecosystem conditions on the outcomes of human activities was weaker than anticipated. Likely explanations of this apparently loose...

Moving Toward Spatial Solutions in Marine Conservation with Indigenous Communities Ecology and Society
Ban, Natalie C; Project Seahorse; University of British Columbia Fisheries Centre; n.ban@fisheries.ubc.ca; Vincent, Amanda C.J.; Project Seahorse; University of British Columbia Fisheries Centre; a.vincent@fisheries.ubc.ca.
Community and resource user support has often been declared as essential to achieving globally agreed targets for marine protection. Given that indigenous people in Canada have resource use rights, we engaged two indigenous communities in British Columbia for their views on marine planning and protected areas. We developed a three-phased approach for executing our research: building research partnerships, carrying out individual interviews, and holding community discussion sessions. Participants expressed a common goal of recovering depleted species and ensuring the sustainability of indigenous fishing. We found strong support for spatial protection measures, and significant overlaps amongst participants in the areas suggested for protection. The most...

Towards the development of environmental indices for the Namibian shelf, with particular reference to fisheries management. OceanDocs
Bartholomae, Ch.; Van der Plas, A..
The Namibian Ministry of Fisheries and Marine Resources has the task of collecting and providing relevant oceanographic information for management of their fisheries. However, quality information is difficult to provide because of the complexity of the processes involved in the Namibian marine ecosystem. Nonetheless, there are oceanographic data available that can contribute to fisheries management by improving the general understanding of important oceanographic processes related to fisheries. The focus of this paper is on the development of simple environmental indices that can serve as a measurement or proxy of the state or intensity of certain important oceanographic processes or variables for temporal comparison. These indices relate to oceanographic...

The differential effects of changing management regimes on yields from two fisheries exploiting the same resources OceanDocs
Djama, Theodore; Pitcher, T.J..
A yield per recruit model has been used to compare the effects of mesh size increment on the yields and revenues of the fisheries of Cameroon under two different cases. Case 1 assumes the commercial fishery to move from the exploitation of three age-groups to two age-groups with no interactions with the artisanal fishery, whereas Case 2 takes into account these interactions. The difference in the percentage increase of yield per recruit between case 1 and case 2 is 61% at current fishing (46% and 18% yield per recruit increment in cases 1 and 2 respectively). The usually accepted long-term yield per recruit increment with increase of age at first capture (with a single non-interacting fisheries) is, in this case, cancelled out. However, the revenues...

The Application of Farm Programs to Commercial Fisheries: The Case of Crop Insurance for the Bristol Bay Commercial Salmon Fisheries AgEcon
Greenberg, Joshua A.; Herrmann, Mark; Geier, Hans; Hamel, Charles.
Under the direction of the Agricultural Risk Protection Act of 2000, the U.S. Congress proposed a crop insurance program for the Bristol Bay, Alaska, commercial salmon fishery. This study examines the feasibility of extending crop insurance to this commercial fishery. The specific focus of this analysis is on differences between this commercial capture fishery and agricultural enterprises in the context of property rights and producer control. Findings show that differences between this commercial fishery and agricultural enterprises would require substantial modifications to existing crop insurance programs. Furthermore, it is recommended that the consideration of extending crop insurance be delayed until this fishery is rationalized.

Choice of Remuneration Regime in Fisheries: The Case of Hawaii’s Longline Fisheries AgEcon
Nguyen, Quang; Leung, PingSun.
One of the most prominent features of remuneration in Hawaii’s longline fisheries industry has been the norm of share contract regimes. This paper investigates whether the use of the share contract regime is positively correlated to increased economic returns. The principal-agent framework is applied to develop a theoretical model for the remuneration choice. Empirical estimation is conducted using a switching regression model that accounts for the effects of certain vessel characteristics on revenue, depending on remuneration regime used (i.e., share contract or flat wage), as well as the potential selection bias in the vessels’ contractual choice. Key findings from counterfactual simulations indicate: (a) a negative selection related to choosing share...
