Going Digital: Computerized Land Registration and Credit Access in India AgEcon
Deininger, Klaus W.; Goyal, Aparajita.
Despite strong beliefs that property titling and registration will enhance credit access, empirical evidence in support of such effects remains scant. The gradual roll-out of computerization of land registry systems across Andhra Pradesh’s 387 sub-registry offices (SROs) allows us to combine quarterly administrative data on credit disbursed by all commercial banks for a 11 year period (1997-2007) aggregated to the SRO level with the date of shifting registration from manual to digital. Computerization had no credit effect in rural areas but led to increased credit-supply in urban ones. A marked increase of registered urban mortgages due to computerization supports the robustness of the result. At the same time, estimated impacts from reduction of stamp...

Determinants of Improved Maize Seed and Fertilizer Use in Kenya: Policy Implications AgEcon
Ouma, James Okuro; De Groote, Hugo; Owuor, George.
Maize is a key food crop in Kenya. While maize yields increased from 1.25 t ha-1 in early 1960s to over 2 tonnes in 1982, they fell below 1.5 t ha-1 in 2000. Given the limited land area, there is no doubt that Kenya will have to rely more on modern technologies for increased yields .Use of improved maize varieties and fertilizers will therefore continue to be critical inputs for improving productivity. To improve production, it is important to understand factors determining adoption and intensity of use of modern technologies. A stratified 2-stage sampling design was used to select 1800 households, subsequently interviewed by means of structured questionnaire. Econometric models were used to explore factors influencing adoption and intensity of use of the...

Governance Control Mechanisms in Portuguese Agricultural Credit Cooperatives AgEcon
Cabo, Paula; Rebelo, Joao.
Over the last decade Portuguese Agricultural Credit Cooperatives (ACCs) have increasingly face survival challenges related to their difficulty in gathering equity. The main source of ACCs equity is the net benefit; thus, understanding how ACCs governance can work on correcting bad economic performance is of crucial importance to overcome this constraint. The main objective of this paper is to describe the governance control mechanisms in the ACCs. Five governance mechanisms are identified: board and chairman change (internal mechanisms), central ACC intervention by an agent or by management board replacement and merger. Empirical analysis proved that the internal governance mechanisms activity is not related to the ACC performance. Additionally: (a) ACCs...

FARMER BANKRUPTCIES AND FARM EXITS IN THE UNITED STATES, 1899-2002 AgEcon
Stam, Jerome M.; Dixon, Bruce L..
Farmer bankruptcies, bankruptcy rates, and related issues are explored from the beginning of modern bankruptcy legislation over a century ago. Farmer bankruptcies historically have been controversial because they are thought to indicate changes in the economic well-being and structure of the rural economy. Concerns about farmer bankruptcies were heightened twice during the past century. The first was from 1920 through the Great Depression and the second was during the 1980s. Bankruptcy data for Chapters 7, 11, and 13 exist for farmers for the 1899-1980 period, but there are no Chapter 7, 11, or 13 farmer bankruptcy data available beginning in 1980. However, data are available for the 1986-2002 period for Chapter 12, the Family Farmer Bankruptcy Act of...

AGRIBUSINESS TRADE CREDIT -- A PARADOX AgEcon
Gustafson, Cole R..
This article utilizes the Survey of Small Business Finances to compare and contrast trade credit practices of rural small business firms. The results show that these firms borrow money and then re-lend it to others in the form of trade credit. There is a strong direct relationship between various forms of debt held by these firms and their level of accounts receivable (e.g., trade credit extended to customers). The actual level of re-lending varied among firms depending on their adoption level of computers that are used for cash management and credit services. Accounts receivable balances were also dependent on sales levels, costs of doing business, and other income. The most important source of funds for re-lending was obtained from mortgages and...

Why Don't Lenders Finance High-Return Technological Change in Developing-Country Agriculture? AgEcon
Blackman, Allen.
Most of the literature attributes credit constraints in small-farm developing-country agriculture to the variability of returns to investment in this sector. But the literature does not fully explain lenders. reluctance to finance investments in technologies that provide both higher average and less variable returns. To fill this gap, this article develops an information-theoretic credit market model with endogenous technology choice. The model demonstrates that lenders may refuse to finance any investment in a riskless high-return technology--regardless of the interest rate they are offered--when they are imperfectly informed about loan applicants, time preferences and, therefore, about their propensities to default intentionally in order to finance...

RESULTADOS DE LA DICTAMINACIÓN DE 213 PROYECTOS CREDITICIOS DE GANADERÍA DE CARNE AgEcon
Trueta Santiago, Rafael; Lecumberri Lopez, Jorge.
Credit is a fundamental input for production. One of its major limitations is default payments. Quality of credit portfolios is directly linked to the quality of the projects that are used to generate them. This study assesses the quality of a non probabilistic sample of 213 livestock projects to which credit was granted by a financial institution in 3 consecutive years. Between 15-20 projects where obtained in each of the 12 regional branches covering the national territory. Fifteen different types of deficiencies where found. The most frequent deficiencies found were: the use of nominal interest rates, (100%), omission to include production costs (44%) including incomes from other activities (43%), and high calving rates (25%). The number of deficiencies...

Development in the Midst of Drought: Evaluating an Agricultural Extension and Credit Program in Nicaragua. AgEcon
Mullally, Conner.
This essay is an evaluation of year one of the Rural Business Development (RBD) program for small rice farmers in León, Nicaragua. The RBD program is administered by the Millennium Challenge Corporation, and is designed to deliver agricultural extension advice and affordable credit in the form of inputs to farm households. This essay estimates the average impact of the program on rice yields and revenues utilizing inverse propensity score weighting combined with linear regression. In conducting statistical inference, it also accounts for the fact that agricultural outcomes are likely correlated over space in a small area such as the one studied here. The results suggest that the program had no impact on average, likely due to the presence of a severe...

Non-Credit Services of Group-Based Financial Institutions: Implications for Smallholder Women’s Honey Income in Arid and Semi Arid Lands of Kenya AgEcon
Otieno, Peter Shimon; Nyikal, Rose Adhiambo; Mugivane, Fred Inuani.
This paper analyses the effect of non-credit services of joint liability credit institutions on smallholder women beekeepers’ honey income. The non-credit services offered to the beekeepers are mainly enterprise development services (training on marketing, business, production and subsector analysis). The study uses cross-sectional data from a survey of women beekeepers participating in group-based credit programmes; the survey was conducted in September 2005 in Makueni district of Kenya. The findings indicate that the number of enterprise development related trainings attended by women beekeepers that are offered by the group-based financial institutions positively and significantly influence honey income. The results confirm that non-credit services...

Can the CAP payments facilitate the growth of individual farms in the NMS post-EU accession? AgEcon
Latruffe, Laure; Davidova, Sophia; Douarin, Elodie; Gorton, Matthew.
The impact of the introduction of the EU Single Area Payments (SAP) on farm strategy is investigated for a sample of Lithuanian farms, utilising farm accounting and survey data. The applications of two investment models demonstrate that the credit market in Lithuania was imperfect prior to accession and that some farms were financially constrained. The introduction of the SAP has a significant, positive influence on farmers’ intentions to expand their farm area compared to a baseline scenario of the continuation of pre-accession policy. The switch in policy has a more pronounced effect on farms that were previously credit constrained. While the SAP has been presented as a policy support that is decoupled from production, its introduction will nevertheless...

Performance of Different Institutional Units in the Czech Republic and the Role of External Financing AgEcon
Davidova, Sophia; Latruffe, Laure; Ratinger, Tomas.
The paper analyses the relationship between the financial structure of the different institutional units in the Czech Republic and their performance, by testing several theoretical hypotheses. It employs Data Envelopment Analysis to estimate separately corporate and individual farms' technical efficiency, and investigates the effect of indebtedness on efficiency in a second stage, accounting for potential endogeneity. No substantial differences were detected between individual and corporate farms. For both groups higher long-term indebtedness negatively affects farm performance (agency theory and adjustment hypothesis), while the latter is used for appraising loan applications (credit evaluation). Case studies to banks and farms confirmed these findings.
