The paper presents a new view of quality evaluation of a system of electronic data exchange between a business and government. A method for evaluation of the electronic data exchange system between a business and state authorities is presented in the paper. The method is called CBG (Communication between Business and Government). A goal of the CBG method is to evaluate the system of electronic data exchange between a business and state authorities, not only to evaluate applications such as an electronic data box or an electronic submission of tax. A pilot version of the CBG method provides a tool to evaluate and measure important attributes of the electronic data exchange system between businesses and state authorities

Interoperability of Knowledge Units in Plant Protection: Case Studies AgEcon
Berankova, Martina; Houska, Milan; Kvasnicka, Roman.
In this work, we provide two case studies on interoperability and transfer of knowledge in the environment of a company dealing with plant protection. We find that the area of plant protection is highly oriented on working with knowledge. In this case interoperability of knowledge can play an important role in acquiring knowledge from different environments to solve specific problem in companies dealing with plant protection. Nevertheless, the concept of interoperability is well-developed on the level of data and information only. We stem from our previous works, where we defined a logical concept for the interoperability of knowledge on the level of knowledge units. The objective of this work is to show how to apply our process model of knowledge...

Is there any future for cash crops in developing countries? The case of vanilla. AgEcon
Pokorna, Irena; Smutka, Lubos.
A generally used term for easy marketable commodities usually with high prices is cash crops As a result of it these commodities are produced by many developing and especially least developed countries (LDC). These crops have witnessed fluctuation in prices during the last decade. We can suppose that these products would be the domain of developing countries nevertheless the opposite is true. Vanilla is a very good example of those products especially because just very few producers exist. We can suppose that vanilla trade would be the sphere of very few producers and beside that the agents would deal mostly with the demand site on the international market. However, the international vanilla market shows slight differences. Nevertheless, it can be grown...

Analysis of the Method for the Selection of Regions with Concentrated State Aid AgEcon
Krejci, Igor; Voriskova, Andrea.
The paper deals with the analysis of a method used by the Czech Government and the Ministry for Regional Development to select regions with concentrated state aid. It contains a comparison with several different basic methods of multi-criteria decision-making (MCDM). The analysis focuses on a mathematical algorithm of the established MCDM method and does not consider validity of any selected socioeconomic criteria and their weights. Both the strengths and weaknesses of the used MCDM method are presented. The paper includes a simple proposal of the modification of the examined method that will prevent incorrect data normalisation used for region’s evaluation before revision in 2010. Data used for all calculations were obtained from the Ministry for Regional...

ICT helps to overcome disabilities AgEcon
Benda, Petr; Havlicek, Zdenek; Lohr, Vaclav; Havranek, M..
As a result of technological progress ICT (Information and Communication Technologies) has created the so-called „digital divide“. Some people are unable to individually respond to this progress, but the proper use of ICT can help them overcome this handicap. One of the possibilities is to create accessible and usable applications depending on the character and level of disability. In accordance with the European CertiAgri project, e-learning tools are used for integrating people with disabilities into the horticultural area. The paper specifically describes examples of simple teaching aids from the practical „green care“ course, which focus on the skills of people with mental disabilities.

Method of Component Depreciation of Fixed Assetsts and Its Comparision with Traditional Methods AgEcon
Starova, M.; Cermakova, Helena.
This contribution analyzes, based on specific examples, accounting procedures and tax implications of depreciation of tangible fixed assets. It compares the component method, which has recently appeared in the Czech legal regulations, with the traditional methods. To compare the effects that the traditional methods have on profit or loss, or rather on the tax base, also the generation of provisions is used. The use of component depreciation is governed solely by the accounting regulations while the Income Tax Act has not been changed in this respect. Profit of loss has to be adjusted by a difference amount between accounting depreciation and tax depreciation in tax return.

This article deals with the trade with coffee. The primary aim of the paper is to analyse the international coffee trade. Because coffee belongs to the cash crops we have focus on the production. We have analysed the structure of the trade concerning the green (not roasted) coffee, roasted coffee and coffee extracts, essences or concentrates. The analyses of production show enormous differences between developed and developing countries on the supply side. Dissimilarity appeared in the price system. Our results show that developing countries (especially least developed countries) cannot fully benefit from the international trade because they are placed just on the lowest level of the production vertical line. The results prove that there must exist strong...

Selected approaches of variables weighting in frame of composite indicator analysis AgEcon
Hlavsa, Tomas.
Composite indicators are useful as tool for complex evaluation and aggregation of different variables of regional development. Variables which are aggregated in a composite indicator have first to be weighted. All variables may be given equal weights or they mea be given differing weights which reflect the significance, reliability or other characteristics of the underlying data. The weights given to different variables heavily influence the outcomes of the composite indicator. Aim of this paper is an evaluation of selected methods for weighting of particular variables in frame of composite indicator construction. Evaluation is verified on group of regional economic variables based on Strategy of regional development.

Assessment of agricultural land fund in the Czech Republic, importance and future AgEcon
Voltr, Vaclav.
Assessment of land depends on the production function of soil and additional connections given by environmental requirements, by the evaluation of public goods or by the requirements for formation a fair tax policy and even by the interests of landowners. Analysis of coherences during the soil appraisal shows a relatively strong dependence on the development of year-by-year yields and cost including subsidy policy, which is strongly reflected in the grasslands. Development of subsidies does not basically influence a long- term return and costs ratio for the production on arable land. The requirements for formation of prices are given due to the need for stability of the mutual relations between the quality of soil and climatic conditions, which manifests...

Function and Significance of Reparcelling in Czech Republic AgEcon
Bartuskova, Jirina; Homolka, Jaroslav; Skubna, Ondrej.
The law No. 139/2002 Col., on reparcelling and land offices can be consider as one of the most important tools of active land law in the CR. In frame of administrative procedure in public interest, the law enables to re-parcel lands and ownership relations to them in order to create conditions for consequential management. A property right to newly defined parcels is acquired by a decision of the appropriate land office which is an administrative authority. By means of reparcelling, also „modern“ ecological problems are solved. Reparcelling is necessary for renewal of statutory land registration, clearing and delimitation of borders in the landscape, and so it is a significant contribution for renewal of peace in land ownership in the CR shaken in 1948 –...

What determines the Czech land market prices? Some regional findings AgEcon
Medonos, Tomas; Vilhelm, Vaclav; Hruska, Martin; Jelinek, Ladislav.
The paper deals with the analysis of market land prices that were collected from land purchased contracts in the Czech Republic. Regression model was used to identify determinants explaining variability of market prices between 2008 and 2009. It was found out that type of plantation, region, type of buyers, plot size, distance to regional city or number of parcels play significant role. These factors explain more than a half of variance in land price. Quality of land that was expressed through administrative price has significant effect on market price. Yet, such effect became less import in regions nearby cities (e.g. Prague and Olomouc), where the market land price is significantly influenced by the distance to the district city. Land reform, however has...

Food Tracing and Interoperability of Information Systems in the Hungarian Meat Industry AgEcon
Fuzesi, Istvan; Herdon, Miklos; Pentek, Adam.
The manufacture, distribution and retailing of foodstuffs became an extraordinarily complex business activity. The complete food chain must provide for the implementation of the strictest quality standards and safety regulations. Problems of food safety can be solved by keeping (and enforcing) applicable regulations, by introducing modern quality assurance systems, by making possible the traceability of products and their identification. The safety of product lines and tracing of products cannot be solved without using information systems of a certain level. During our research, it came to light that, generally, agrarian traceability struggles with many more problems. Companies try to live up to expectation, but they often apply different solutions with...
