Harmonization in the Joint European Research Infrastructure Network for Coastal Observatories -JERICO ArchiMer

The JERICO European research infrastructure (RI) is integrating diverse platform types such as fixed buoys, piles, moorings, drifters, FerryBoxes, gliders, HF radars, coastal cable observatories and the associated technologies dedicated to observe and monitor coastal European seas. The first steps of setting up, coordination and harmonization were done during 2011 to 2015 in the framework of FP7-JERICO (www.jerico-fp7.eu), a 4-year long infrastructure project co-funded by the European Commission with 27 partners from 17 European countries under the coordination of IFREMER. JERICO-RI: The integrated coastal component of the European Ocean Observing System ArchiMer

JERICO, the European research infrastructure of coastal observatories (JERICORI) is an ocean observing system of systems, designed to provide high-quality data that are supporting knowledge development on the complex and often coupled physical, chemical and biological processes characterizing the coastal waters of Europe. JERICO-RI integrates several observing platform types i.e. fixed buoys, piles, moorings, drifters, Ferrybox, gliders, HF radars, coastal cable observatories and the associated technologies dedicated to the observation and monitoring of the European coastal seas. Deployment of new observing systems within the JERICO-RI ArchiMer

A key message of the JERICO-RI consortium (2014): “The complexity of the coastal ocean cannot be well understood if interconnection between physics, biogeochemistry and biology is not guaranteed. Such integration requires new technological developments allowing continuous monitoring of a larger set of parameters”. In agreement with this consideration, several new observing systems are developed, tested and deployed in the framework of the JERICO-NEXT H2020 project, amongst which a few of them will be presented as well as some preliminary results after the first deployments. Differing U.S. and European Perspectives on GMOs: Political, Economic and Cultural Issues AgEcon

This paper provides an overview of the historical and cultural factors that have contributed to divergent U.S. and European views on GMOs, and to resulting different national regulatory approaches for these products, specifically labelling policy. Within the context of the international trading system, these national policy choices will have impacts that will spill over national borders. Dialogue may be difficult to achieve, given widely divergent views concerning GMOs; however, without dialogue potential global social benefits of policy harmonization will be forfeited.

Why would a common contract law be optimal for the member states of the European Union? The main reason is that it would be much cheaper to set up contractual relations. If somebody conducts economic activities in the European Union, and if the same regulations apply everywhere, this unity can help this corporate or private person (entrepreneur) to work under the same conditions. U.S.-CANADA BORDER DISPUTES IN GRAINS: DYNAMIC INTERFACE BETWEEN THE FREE TRADE AGREEMENT AND TRADE REMEDY LAWS AgEcon

Agricultural trade between the United States and Canada has been contentious since the inception of the CUSTA agreement in 1989. Even though Canadian exports of wheat and barley are not found to have violated U.S. trade remedy laws, friction seems likely to continue as long as the surge in Canadian exports remains unabated. Gradual harmonization of trade policies, farm subsidy programs, and marketing institutions may reduce trade disputes between the two countries in the future. To diffuse the threat of future trade disputes, a Canada - U.S. joint research team should be formed to deal with the matter through better understanding for causes of the disputes.

Exploring Linkages Among Agriculture, Trade, and the Environment: Issues for the Next Century AgEcon

Many trade and environment issues will confront agriculture over the next several years. This report provides an economic framework to better understand these issues and discusses prior empirical inquiries and findings. Four primary issues are addressed: (1) how will environmental policies affect agricultural trade?; (2) how will agricultural trade liberalization affect environmental quality?; (3) to what extent should there be international harmonization of environmental policies and product standards?; and (4) is there economic justification for using trade measures to protect the environment? International Harmonization and the Gains from Trade AgEcon

International harmonization of standards and regulations is often a goal expressed in trade agreements because it is expected to yield gains from trade. Absence of progress toward harmonization is often interpreted as being motivated by protectionism, with differences in standards and regulations seen as non-tariff barriers. While protectionism may well be the source of resistance to harmonization, there may be other reasons it is not pursued. These alternative explanations have not received much attention from economists. Cereal grains are important staple foods in Africa but yields are still too low at 1.5 tons per ha for maize while compared with a global average of 4.5 tons per ha. This can be partly attributed to limited development of commercial seed markets, low use of improved seeds, small and highly fragmented seed markets. Many released varieties are not widely disseminated due to closed national markets dominated by a few international companies and parastatals, and restrictive laws, regulations and policies.
