Zusammenfassung: Als Folge des Health Check der Gemeinsamen Agrarpolitik sowie des europäischen Konjunkturprogramms wurden die Mittel des Europäischen Landwirtschaftsfonds zur Entwicklung des ländlichen Raums (ELER) aufgestockt, um damit geeignete Maßnahmen zur Reaktion auf die „neuen Herausforderungen“ (Klimawandel, erneuerbare Energien, Wassermanagement, Biodiversität, Umstrukturierung des Milchsektors) zu ergreifen. Dieser Bericht analysiert die Änderungen, die die deutschen Bundesländer daraufhin im Jahr 2009 in ihren ländlichen Entwicklungsprogrammen vorgenommen haben. Direct payments have progressively become the largest and most visible form of support in the CAP tool-box. Analyses on direct payments have always highlighted a large inequality in their distribution, both between Member States and, within them, among farmers and territories where, on one side, a relevant amount of payments is concentrated in the hands of a few beneficiaries; on the other, a small share of support is divided among many heads. Three potential explanations of past CAP reforms have been identified in the literature: a budget constraint, pressure from GATT/WTO negotiations or commitments, and a paradigm shift emphasising agriculture’s provision of public goods. The presentation, content and context of the Health Check reform proposals of 2007/08 are assessed. The proposals are probably more ambitious than first supposed. The Health Check was not primarily driven by budget pressures; the European Commission’s wish to adopt an offensive negotiating stance in the closing phases of the Doha Round was a more likely explanatory factor. Zusammenfassung: Der Agrarministerrat hat im November 2008 zum Health Check (HC) der Gemeinsamen Agrarpolitik (GAP) eine politische Einigung erzielt. Das Ziel der Studie im Auftrag des Bundesministeriums für Ernährung, Landwirtschaft und Verbraucherschutz ist es, aufbauend auf einer Wirkungsanalyse der Kommissionsvorschläge zum HC, die Konsequenzen der HC-Beschlüsse mit Hilfe des Modellverbundes der vTI-Agrarökonomie sowie mit einer statistischen Auswertung des EU-Testbetriebsnetzes (FADN) im Vergleich zu einer Referenzsituation im Zieljahr 2015 zu untersuchen. Zusammenfassung: Die Europäische Kommission hat Mitte Mai 2008 Legislativvorschläge zum Health Check (HC) der Gemeinsamen Agrarpolitik (GAP) vorgelegt. Das Ziel der durchgeführten Studie im Auftrag des Bundesministeriums für Ernährung, Landwirtschaft und Verbraucherschutz ist es, die Wirkungen der HC-Vorschläge mit Hilfe des Modellverbundes der vTI-Agrarökonomie sowie mit einer statistischen Auswertung des EU-Testbetriebsnetzes (FADN) zu analysieren.
