The farm problem is a longstanding topic in agricultural economics, and farm organizations continue to press claims that they are disadvantaged and deserve public support. While society may choose to support farmers it is clear that existing farm programs to not do an effective job of providing support. Farm income and farm subsidies are highly concentrated and the lowest income farmers receive little support. Moreover most households with low farm income typically manage their farm to achieve this goal. Politically, commercial farms require that hobby farms continue to be recorded as actual farms in order to mask the small number of enterprises that actually benefit from farm programs. Whether this lead to good public policy is another matter. |

The paper presents the results of the first SAM analysis of the agricultural sector in Italy. A SAM of the Italian economy has been properly modified in order to focus the analysis on agriculture. Two type of analysis have been carried out: (i) a multiplier analysis, and (ii) an assessment of the distributive impacts of different agricultural policies. This paper proposes also a new method for disaggregating the institutional sectors and production factors in order to analyze income distribution within the economy, with special emphasis on the agricultural sector. Main results are: (i) "fully" decoupled income supporting schemes (transfers to agricultural households) are the most equitable interventions and determine a perfect targeting of the distributive... |

From the situations about the incomes and life quality of the urban and rural residents, the thesis briefly introduces the status quo of the urban-rural income gap and explores the impact of the income gap on social economy: firstly, it hampers economic development; secondly, it is detrimental to the social development. Then the thesis analyzes the role of a sound social security in narrowing urban-rural income gap: at first, it broadens the institutional environment of improving the agricultural efficiency; secondly, it eliminates the uncertainties influencing the farmers’ income; thirdly, it improves the farmers’ capacity to increase income; at last, it enhances the farmers’ consciousness of wealth. Next the thesis inquires into the problems existing in... |

Today’s resource boom in Africa, driven by Asian economic growth, offers new opportunities for resource-rich African countries. Contrary to the experience of previous booms, however, most mining profits now accrue to foreign companies, leaving little room for governments to use revenues for pro-poor investments or to mitigate adverse distributional impacts. Taking Zambia as a case study, this paper shows that despite privatization, Dutch disease remains a valid concern and may hamper economic diversification, worsen income distribution, and undermine poverty reduction strategies. Mining royalties must, therefore, be increased and used to finance growth-inducing investments that encourage pro-poor economic diversification, else many African countries will... |

Throughout the developing world, policy makers are interested in devising new strategies for improving income distribution and reducing poverty. In large part, the choice of such strategies depends on an improved understanding of the sources of income inequality. Why do certain types of incomes go to different set of people? And what roles do variables such as education and migration play in improving income distribution and in lifting people out of poverty? This work attempts to answer these questions for rural Pakistan by analyzing a three-year panel data set collected in collaboration with four research institutes in Pakistan. This extensive series of household interviews enables the authors to examines many dynamic income-related issues that cannot... |

Highlighted in the “battle in Seattle” in 1999, anti-trade sentiments still persist, even with development considerations placed at the core of reform negotiations at the World Trade Organization, in which two-thirds of the members are developing countries. In this paper, the impact of agricultural trade liberalization on food consumption through changes in income and prices is considered. First, agricultural trade liberalization is estimated to raise economic growth by 0.43% and 0.46% in developing and industrialized countries, respectively. Since food consumption of households with lower income are more responsive to changes in income, their food consumption increases more under a trade liberalization regime. Second, trade liberalization is expected to... |
