Co-managing the commons within the new governance structures of South Africa has the potential to promote participatory democracy and improve natural resource management. Inequitable access to and use of natural resources characterised apartheid-era policies and practices. In line with post-1990 democratisation processes, public involvement, participation, community-based initiatives and co-management have been promoted as key aspects of natural resource management policies. En los últimos veinte y cinco años el Ecuador ha realizado una serie de actividades que culminaron con su ingreso como Miembro Consultivo del Tratado Antártico, paralelamente, el país ha creado una estructura de carácter administrativo, logística operativa y científica que atiende responsablemente los asuntos Antárticos; pero como aquellas actividades se incrementarán y ampliarán en el futuro, es necesario que se fortalezca dicha estructura; la única forma de que el país mantenga su presencia en el Continente Austral.

The Eu-Angola Fisheries Agreement and Fisheries in Angola OceanDocs

The first fisheries agreement between the European Community and Angola was signed in 1987. Protocols were renewed normally every two years. In July 2002 the European Commission announced the latest agreement with Angola, from here on the “Agreement”. It will last for two years: August 2002 – August 2004. The previous Agreement ran from May 2000 to May 2002 and was extended by three months to 2 August 2002 to allow negotiations to be completed.

The earth’s fish stocks are declining. Due to fierce competition, the hunt for a share of the limited resource is intensified. African countries – many struggling against poverty and famine - sell out fishing opportunities to the over-capitalised European fleet. Instead of helping to lift the African fisheries sector into progress, the sell-out of fishing rights serves the interests of the heavily subsidized European fleet. Today, agreements exist with 20 countries and correspond to a Community – and European tax-payer - expense of 137 million euros per year.

La política nacional del Ecuador para la Antártica y sus mecanismos de aplicación OceanDocs

La Primera Expedición Ecuatoriana a la Antártica condujo una serie de observaciones científicas en el Paso Drake y Estrecho Bransfield durante el verano austral 1987-88, cuyos resultados se prublicaron en el "Acta Antártica Ecuatoriana" en marzo 89, de esta manera el Ecuador hacía realidad sus intereses en la Antártica. Se propone un concepto de la Política Nacional para la Antártica, basada en los lineamientos y consideraciones del Tratado Antártico y sus convenciones, así como también sus mecanismos de aplicación a través de la estructura creada por el estado y constituida por el Programa Antártico y la Comisión Sectorial de Investigación de la Antártica.

The Economics of Fisheries Access Agreements: Perspectives on the EU-Senegal Case OceanDocs

Relations between coastal countries and fishing fleets from non-adjacent countries changed radically in the 1970s and early 1980s. This was primarily a consequence of the declaration of exclusive economic zones (EEZs) by many coastal states in the years leading up to the close of the negotiations of the United Nations Convention on the Law of the Sea (UNCLOS) in 1982. Most significantly, by recognizing the right of coastal states to determine how their waters were to be exploited, the UNCLOS provided a legal basis and economic motivation for the negotiation of access agreements between coastal states and distant water fishing fleets. The current global agreement governing food aid—the Food Aid Convention (FAC)—will expire in 2007. It has come under heavy criticism as has the diffuse set of broader food aid governance institutions that has emerged in the last 50 years. These institutions are characterized by overlapping mandates, differing degrees of authority and legitimacy, varied levels of transparency in decision-making, and problematic representation of the major stakeholders. A number of issues are likely to arise during the course of negotiations over a new FAC.
