The agro-ecosystems of semi-arid and dry sub-humid SSA are inherently dynamic. At this point in time they are also experiencing a series of complex social–ecological changes that make their future even more uncertain. To ensure that development investments made today in the small-scale farming systems that dominate these regions make sense also in a long-term perspective they should benefit the local communities over a range of potential futures. We applied a participatory scenario planning approach to a smallholder farming community in semi-arid Tanzania, exploring four alternative development trajectories for the area, to increase the robustness of current investments in small-scale water system technologies. We found that water system...

Portfolio Choice with Uncertain Consumption Prices: a mean-variance approch AgEcon
Berck, Peter; Cecchetti, Stephen G..
This paper presents a mean-variance model of portfolio choice and asset pricing when the price of consumption goods as well as the return to assets is uncertain. The correlation of an assets return with purchases at expected prices is shown to reduce both the mean return and the variance of the return of an asset. A numerical approximation is computed to check the accuracy of the mean and variance approximation. Uncertainty of consumption prices is shown to result in long (or speculative) futures holding.

Investment Spikes in Dutch Horticulture: An Analysis at Firm and Aggregate Firm Level Over the Period 1975-1999 AgEcon
Goncharova, Natalia V.; Oskam, Arie J..
An intermittent and lumpy pattern of investments is observed in the Dutch horticulture sector: only 16.5% of firms experience of investment spike, but they account for 67.7% of total investment. The objective of this paper is to examine the impact of time-varying and time-invariant variables on the probability of observing an investment spieke. This paper investigates the spells between investment spikes in a discrete-time proportional hazard framework. Duration models were estimated on two data sets: on an unbalanced panel and on a grouped into 10 groups data of Dutch glasshouse firms over the period 1975-1999. Different specifications of the model were estimated. Theoretically based model can sufficiently explain the occurrence of investment spikes. Both...

Semi-Parametric Modeling of Investments in Energy Installations AgEcon
Oude Lansink, Alfons G.J.M.; Pietola, Kyosti.
This paper applies a semi-parametric approach to estimating a generalised model of investments in energy installations. The model accounts for irreversibility and lumpiness of investments by linking a parametric specification of the unobservable dynamic shadow price to observed investment behaviour using a non-parametric specification of the adjustment cost function. The results suggest that marginal costs of investments in energy installations increase quickly at small investment levels, whereas the increase slows down at higher investment levels. Therefore, standard parametric adjustment cost models are likely biased such that they over-estimate small investments and under-estimate large investments.

Milk Chain in Romania at the Start of Romania's Integration Into the European Union AgEcon
Grodea, Mariana.
In the perspective of accession to the EU, the Romanian dairy sector will have to comply with the EU norms and standards. Institutional capacity building, the creation and operation of certain specific market structures, sector revamping until the accession moment represent a priority objective of the domestic agricultural policy. The calculations regarding the EU direct support reveal that Romania will need additional funding sources in order to cover the needs in relation to the allocated milk quota.

The Influences of Vertical Integration and Scale of Production on Profitability of Pig Production AgEcon
Peplinski, Benedykt.
The material used in the study concerns 60 farms from the Wielkopolska region. They were divided depending on a degree of the farm integration with the slaughterhouses and on a scale of pigs production. The analyses include calculations of pigs prices, costs of pigs production and profits obtained by the farmers. Besides, the objects of the research are the main pigs production costs (feed and labour) as well as investments realised in the investigated farms.

Modelling the Impact of the CAP Reform on Farm Investments AgEcon
Sckokai, Paolo; Moro, Daniele.
In this paper we evaluate empirically the impact of policies on farm investment and output decisions, considering risk-averse farmers making inter-temporal choices on current and future profits. We refer specifically to the recent reform of the CAP, while estimation and simulation results are carried out on a FADN sample of Italian arable crop farms. The main message of the paper is that a policy change that shifts resources from price support to direct payments tend to consistently reduce farm investments, mainly as a result of the increased output price volatility, which increases the level of uncertainty faced by farmers. However, this is not clearly reflected in a negative impact on farm output.

Asymmetric property rights in China's economic growth AgEcon
Zhang, Xiaobo.
This paper highlights the difference between secure investor property rights and loosely defined individual property rights. Globalization and fiscal decentralization have intensified this difference. On the one hand, in the presence of mobile foreign direct investments and under the arrangement of fiscal decentralization, local governments compete vigorously to offer various protections on the property rights of investors; on the other hand, local governments and developers attempt to acquire land at as low price as possible by taking advantage of the loopholes inherent in the Chinese law. Secure investor property rights together with weak protections on individuals’ land property rights is argued to be one of the major drivers of China’s rapid economic...

The paradox of household resource endowment and land productivity in Uganda AgEcon
Ainembabazi, John Herbert; Angelsen, Arild.
The paper investigates the conflicting findings in empirical studies linking land productivity to plot size, livestock ownership, investment in farm assets, and land improvement practices. The conflicting impacts found are partly as a result of different model specifications, the type of data used – panel or cross sectional data – and possibly due to imperfections in rural markets. We control for these problems using household and plot level panel data from rural farmers in Uganda. We find that ownership of cattle has a negative and significant impact on land productivity. Investment in farm related assets, land improvements and other small livestock, however, significantly increases productivity. The conflicting impacts are a result of measurement error....

Public Investment and Poverty Reduction in Tanzania: Evidence from Household Survey Data AgEcon
Fan, Shenggen; Nyange, David; Rao, Neetha.
Several recent IFPRI studies have measured the effects of public spending on growth and poverty reduction in selected Asian countries using pooled time-series and cross-region data. However, many African countries lack such data. Using Tanzania as a test case, this study demonstrates how household survey data can be used to assess the impacts of public investments on growth and poverty. A two step procedure is used. First, household survey data are used to link household welfare measures to human capital and household access to infrastructure and technology, while controlling for other community and household characteristics. The second step links household human capital and access to infrastructure and technology to past public investments in these...

Baranyai, Aranka; Szeles, Zsuzsanna.
The aim of our research is to observe and analyse how the preferred saving forms changed since the transformation and what kind of changes have been there in the amount of the savings. The amount of savings is largely influenced by the aggressive marketing activities of the banks and by governmental regulations like the interest tax since September 2006. We started our research with the concept of savings that have been analysed by many well-known economists during the last decades. In the 80’s the net financial savings of the households were practically zero and at the end of the 80’s it became negative. Nowadays 14 percent of the households have their savings in short term debits and this is still the most popular form in Hungary. The interest towards...

Impacts of considering climate variability on investment decisions in Ethiopia AgEcon
Block, Paul J.; Strzepek, Kenneth M.; Rosegrant, Mark W.; Diao, Xinshen.
Extreme interannual variability of precipitation within Ethiopia is not uncommon, inducing droughts or floods and often creating serious repercussions on agricultural and non-agricultural commodities. An agro-economic model, including mean climate variables, was developed to assess irrigation and road construction investment strategies in comparison to a baseline scenario over a 12-year time horizon. The motivation for this work is to evaluate whether the inclusion of climate variability in the model has a significant effect on prospective investment strategies and the resulting country-wide economy. The mean climate model is transformed into a variable climate model by dynamically adding yearly climate-yield factors, which influence agricultural...

Static and Dynamic Efficiency of Irreversible Health Care Investments under Alternative Payment Rules AgEcon
Levaggi, Rosella; Moretto, Michele; Pertile, Paolo.
The paper studies the incentive for providers to invest in new health care technologies under alternative payment systems, when the patients' benefits are uncertain. If the reimbursement by the purchaser includes both a variable (per patient) and a lump-sum component, efficiency can be ensured both in the timing of adoption (dynamic) and the intensity of use of the technology (static). If the second instrument is unavailable, a trade-off may emerge between static and dynamic efficiency. In this context, we also discuss how the regulator could use the control of the level of uncertainty faced by the provider as an instrument to mitigate the trade-off between static and dynamic efficiency. Finally, the model is calibrated to study a specific technology.

Why industrial policies fail: limited commitment AgEcon
Karp, Larry S.; Perloff, Jeffrey M..
The strategic effects of subsidies on output and subsidies on investment differ substantially in dynamic models where a government's commitment ability is limited. Output subsidies remain effective even as the period of commitment vanishes, but investment subsidies may become completely ineffective. This difference has been obscured because most existing models of strategic trade policy are static.

National Agricultural Biotechnology Research Capacity in Developing Countries AgEcon
Cohen, Joel I.; Komen, John; Zepeda, Jose Falck.
Adequate public research capacity is key to the appropriate development of biotechnology, including genetically modified (GM) crops. While commercial crops can be introduced without intensive local research (i.e. insect resistant GM cotton), introducing products of public research depend on indigenous capacity. This paper defines capacity for agricultural biotechnology research and then provides national funding levels for such work in six developing countries. As one indicator of capacity and outputs, GM crops developed from public research in developing countries are documented, and attention given to issues remaining for capacity, research and development. Knowledge of investments in public biotechnology improves policy decisions, clarifies roles of the...
