LAND CONSOLIDATION AS A FACTOR FOR SUCCESSFUL DEVELOPMENT OF AGRICULTURE IN MOLDOVA AgEcon

Since 1991, Moldova has carried out a wide range of radical reforms affecting its social and economic system. The land reform, which was practically completed in 2000, created over 1 million landowners among the rural population. Many of them entrusted their land to managers of newly created corporate farms. Others used their privately owned land to establish independent family farms. The creation of independent family farms (so-called "peasant farms") was one of the primary goals of the land reform. More than 280,000 peasant farms have been created, averaging 1,86 hectares in size. Property Rights, Land Fragmentation and the Emerging Structure of Agriculture in Central and Eastern European Countries AgEcon

This paper offers an overview of land reform processes in the CEECs and their outcomes and impacts and analyzes current and emerging structures in rural areas. Different types of land consolidation are defined and their potential impacts are assessed. The paper then looks in depth at land consolidation processes, especially in the context of land management, and outlines preconditions and cornerstones for various approaches. Environmental aspects and principles for land funds and land banking are also drawn in. The paper argues the need for an integrated and sustainable rural development which includes a role for land consolidation.

The Economics of Land Consolidation in Family Farms of Moldova AgEcon

The paper investigates the current situation with fragmentation of family farms in Moldova and its effects on family well-being and farm productivity. A key hypothesis is that consolidation of agricultural land in Moldova has beneficial effects in terms of productivity and is desirable in the long run. We examine the case for market-driven land consolidation using data from several recent surveys in Moldova. We show that, in the individual sector, larger farms consume less of their output and attain higher levels of commercialization. Larger individual farms thus have higher revenues from commercial sales and generate higher family incomes. A method to calculate economic key figures with regard to plot structure improvements AgEcon

The aim of land consolidation projects is to improve the competitiveness of agriculture. Since land consolidation is subsidised by national and European means, the effectiveness of such measures must be determined. The following paper presents a method which makes it possible to calculate the direct economic effects of land consolidation. The calculations, considering labour demand, machinery costs and headland effects, compare the economic situation before and after land consolidation. The method was applied to four land consolidation projects in Bavaria. It can be shown that, to a varying degree, land consolidation in the studied areas leads to a substantial decrease in labour demand and machinery costs.

Land Consolidation - Between Budgetary Constraints and Improvement of Agricultural Efficiency AgEcon

This paper tries to provide some solutions regarding farm consolidation and to diminish the share of subsistence farming, by analysing demographic tendencies, the ownership structure of agricultural land and the structure of the rural workforce, in Romania. The emphasis will fall on the following main solutions: the withdrawal of agricultural pensioners from the agricultural activity in return for an additional pension (before 2007) and the application of the early retirement scheme after joining the EU (probably in 2007).

In Romania, farm restructuring is an ongoing process, largely conditioned by the legal framework that accompanied the land reform during the transition period. After 1990, Romanian agriculture experienced critical shifts in farming structures, reflected also in the production ones. While arable land represents 63% of the UAA, a restrictive production factor in developing a competitive agriculture resides in the fact that 61.7% of total arable land is utilized in excessively fragmented family farms – 14303 thousands plots. Land ownership and company structure is much more stabile in the agriculture of West- European countries than in Hungary. Therefore the lack of established land policy, land consolidation and farm regulation play the key role on the Hungarian agriculture’s ”map of problems”. These are strongly correlated and tasks urgently to be solved. Traditional methods in agricultural economics and agricultural engineering have yielded mixed results when specifying the costs of an unfavourable parcel structure. Concepts related to travel costs and the production function are frequently applied when the costs of farming distant parcels are examined. However, farmers’ perspective regarding preferences for land use is ignored or partly overlapped by predictions made by researchers.
