Modeling Differentiated Quality Standards in the Agri-Food Sector: The Case of Meat Trade in the EU AgEcon

This paper looks at trade impacts of quality related standards from the supply side of the exporting country. We argue that food quality standards imposed by an importing country have profound effects on the market structure of the exporting industry, and hence a significant impact on the supply response. For our analysis, we develop a stylized oligopoly model that allows for the co-existence of complying and non-complying suppliers. The model is applied to two alternative policy options to explore different mechanisms an importing county may use to enhance the quality of its imports. The basic hypothesis of this study is that producers do not realize, individually, the importance of adopting preventive measures, even aware of the economic risks for them and for the local economy, because outbreaks of some diseases are not frequent. Moreover, the presence of externalities makes the action of one producer regarding sanitary measures of the herd affect other producers in the same region, which cannot be perceived by them, either. This study aims to develop a theoretical procedure to infer about strategic decisions taken by producers to prevent animal disease in their herds, in face of the risk of contamination. The meat sector is the largest branch in the German food economy. It is characterized by a dominance of cost leadership. Against the background of an increasingly ruinous predatory pricing policy, we analyze the potential of brands introduced into new markets by brand extension. Therefore, consumption-psychological (strength of the parent brand, perceived quality of the parent brand, perceived transfer-fit) as well as economic (conjoint analysis) approaches are applied. The results reveal a group of 25 % of consumers who show a price inelastic buying behaviour and who can be seen as a suitable target group for manufacturer’s brands.
