National Wildlife Refuges (NWRs) in the United States play an important role in the adaptation of social-ecological systems to climate change, land-use change, and other global-change processes. Coastal refuges are already experiencing threats from sea-level rise and other change processes that are largely beyond their ability to influence, while at the same time facing tighter budgets and reduced staff. Baltic Herring Fisheries Management: Stakeholder Views to Frame the Problem Ecology and Society

Comprehensive problem framing that includes different perspectives is essential for holistic understanding of complex problems and as the first step in building models. We involved five stakeholders to frame the management problem of the Central Baltic herring fishery. By using the Bayesian belief networks (BBNs) approach, the views of the stakeholders were built into graphical influence diagrams representing variables and their dependencies. A framework for selecting a suite of indicators for fisheries management ArchiMer

We develop a framework for the objective selection of a suite of indicators for use in fisheries management. The framework encompasses eight steps, and provides guidance on pitfalls to be avoided at each step. Step I identifies user groups and their needs, featuring the setting of operational objectives, and Step 2 identifies a corresponding list of candidate indicators. Step 3 assigns weights to nine screening criteria for the candidate indicators: concreteness, theoretical basis, public awareness, cost, measurement, historic data, sensitivity, responsiveness, and specificity. This work identified the management aspects of the decision making process of farmers in the Northern Region of Espirito Santo, Brazil, in 2006. Using a psychological approach, this study showed its importance in understanding farm management. The management styles and personal characteristics of the farmers and their farms were identified. The main areas of interest in management capacity improvement were also defined. Creating Incentives for Micro-Credit Agents to Lend to the Poor AgEcon

Microfinance institutions (MFIs) have introduced incentive pay schemes for their credit agents to induce information acquisition on borrowers. Bonuses linked to repayment are efficient for profit-oriented MFIs but insufficient for nonprofit MFIs trying to reach very poor borrowers, when repayment and wealth are positively correlated. We show that no incentive scheme is consistent with this (non-verifiable) objective: Random audits on the share of very poor borrowers selected by the agent become necessary. Under the optimal contract, non-profit MFIs generally maximize the number of poor borrowers it services by crosssubsidization between very poor and less poor borrowers.

Controversies between Stated Agricultural Policy Objectives and Policy Measures in the EU's CAP AgEcon

In general agricultural policies aim to achieve several objectives using different combinations of instruments. In this study, our aim is to analyse how efficiently policy instruments used in the EU’s Common Agricultural Policy respond to policy objectives. We will present a formal framework to analyse the effects of instruments to a particular objectives. Our analysis will reveal that there are several controversies between stated agricultural policy objectives and policy instruments.
