A Embrapa Semiárido foi uma das primeiras instituições a estudar a região de forma sistemática, tendo como elementos orientadores os condicionantes locais que determinam desafios ao desenvolvimento socioeconômico, bem como as potencialidades que requerem avanços no conhecimento técnico-científico e capacidade analítica para reconhecer as oportunidades para diferentes horizontes temporais. Whatever their geographical or political point of view, Sea and coastal strategies highlight an “abyssal need” for knowledge and frequently call for a reinforcement and a better valorization of research in Marine Sciences and Technologies (MST). But, when a French public research resources inventory is needed, in the perspective of constructing a consistent action plan, we lack a framework to define thematic and disciplinary perimeter to be taken into account, to identify available data, to choose practical evaluation or estimation methods. The following study is a proposal to answer these questions. Local farming communities throughout the world face productivity constraints, environmental concerns, and diverse nutritional needs. Developing countries address these challenges in a number of ways. One way is public research that produces genetically modified (GM) crops and recognize biotechnology as a part of the solution. To reach these communities, GM crops, after receiving biosafety agreement, must be approved for evaluation under local conditions. Local farming communities throughout the world face binding productivity constraints, diverse nutritional needs, environmental concerns, and significant economic and financial pressures. Developing countries address these challenges in different ways, including public and private sector investments in plant breeding and other modern tools for genetic crop improvement. In order to measure the impact of any technology and prioritize investments, we must assess the relevant resources, human capacity, clusters, networks and linkages, as well as the institutions performing technological research and development, and the rate of farmer adoption.
