This report analyzes how public policies designed to promote groundwater development over the past 50 years have failed in their promise, and how initiative by private agents can generate the social welfare the region needs so direly. Groundwater offers us few but precious opportunities for alleviating the misery of the poor; but it poses many—and daunting—challenges of preserving the resource itself. A big part of the answer is massive initiatives to augment groundwater recharge in regions suffering depletion; but, in the ultimate analysis, these cannot work without appropriate demand-side interventions. The water vision of a world that future generations will inherit will have to be the one in which groundwater plays its full developmental, productive and environmental role but in a sustainable manner; and the framework of action to realize this vision will mean eschewing the current free-for-all in groundwater appropriation and use, and promoting a more responsible management of this...

The use of shallow wells, equipped with small pumps, to lift groundwater has spread rapidly in many agricultural regions of tropical monsoonal Asia. In Sri Lanka, the rapid and pervasive invasion of agro-wells and pumps drew the attention of policymakers and researchers, but many questions were left unanswered due to lack of research in the area. This study aims to fill this gap in knowledge, based on observations and data obtained in field surveys conducted in major and minor irrigation schemes in the dry zone of Sri Lanka. Bringing pumps to people: giving the poor better access to groundwater irrigation: sustainable approaches and options for eastern India AgEcon
International Water Management Institute, IWMI-TATA Water Policy Program.
The State government has a vital role to play in developing groundwater resources to help improve the lot of the poorest people in eastern India's rural communities. Many States have tried to achieve this over the past 50 years through centrally planned public tube-well programs. Recently published research says that most of these efforts have failed to bring irrigation or improved livelihoods to the poor. This research shows how policy makers can have a significant positive impact on poverty reduction by removing pump subsidies and opening pump markets to international competition. Increasing the area under irrigation and the widespread adoption of seed-fertilizer technology were the major factors that contributed to enhanced rice production in Sri Lanka, enabling the country to achieve self-sufficiency in rice. In recent years, there has been a shift in emphasis from expanding the irrigated land base to enhancing the productivity of irrigated land through diversification of agriculture and improvement of rice production, with better water management in irrigation schemes.
