Indian agriculture is characterized by the predominance of smallholders. This paper seeks to examine the access of small holders to agriculture credit in the context of financial sector reforms in India in the nineties. It explores the role of institutional and non institutional agencies in extending agriculture credit to the smallholder and the ground realities as revealed by recent data sets. The nineties also saw the unfolding of the largest microfinance programme in the world in India. While this was very successful in bringing micro enterprises under the credit purview, it was unable to cater to the need for agriculture credit. Simulation models are valuable tools in the analysis of complex, highly constrained economic systems unsuitable for solution by mathematical programming. However, model size may hamper the efforts of practitioners to efficiently identify the most valuable configurations. This paper investigates the efficacy of a new metaheuristic procedure, compressed annealing, for the solution of large, constrained systems. Changes to commodity programs in the 2002 Farm Bill increased the value of crop base acreages on which decoupled payments are received. The bill also expanded the availability of key conservation programs. This paper compares the value of payments from commodity programs (along with continued crop production) to the easement payment (and recreational lease revenue) available under the Wetland Reserve Program. A net present value model using risk-adjusted returns is employed in the analysis for Mississippi delta cropland containing rice, cotton, and soybean base. Sensitivity analysis is conducted on some of the key variables affecting the decision. |

In this paper, we adapt Burtless and Hausman's (1978) methodology in order to estimate farmer's demand for irrigation water under increasing block-rate tariffs and empirically assess its effect on aggregate demand and inter-farm allocation efficiency. This methodology overcomes the technical challenges raised by increasing block rate pricing and accounts for both observed and unobserved technological heterogeneity among farmers. The objective of this study is to estimate the impact of natural amenity on farmland values in the contiguous United States using a quantile regression approach and data from the 2006, 2007, and 2008 Agricultural Resource Management Surveys. The paper analyses the effects of rural income determinants, in particular of human capital and physical capital. Besides the earnings equation estimated for persons occupied in agriculture, the paper also analyzes earnings regressions for persons occupied in the industry and service sectors. The results show that physical capital is the main determinant of earnings in Brazilian agriculture, but schooling is the most important determinant of earnings for persons occupied in rural non-farm activities and for all persons living in rural areas. |

This paper discusses the application of a spatial-intertemporal model for tropical forest management to Khao Yai National Park in Thailand. This type of model, especially the spatial components, finds different optimal land allocations than do traditional models at empirically relevant levels of benefits. The spatial analysis here suggests that most of this park can be best used as a preserved area and also provides support for expanding the park into an adjacent unpopulated area. In order to evaluate food security, technology potential and the environmental impacts of production in a strategic and regional context, it is critical to have reliable information on the spatial distribution and coincidence of people, agricultural production, and environmental services. This paper proposes a spatial allocation model for generating highly disaggregated, crop-specific production data by a triangulation of any and all relevant background and partial information. Land improvements with long pay-back periods are often delayed on leased agricultural land, resulting in social costs through land degradation, decreased land productivity and environmental problems. An important question is thus how landowners would respond to regulations and mandates concerning land improvements. Based on a landowner survey, we analyse landowner choices under certain land improvement regulations, using the currently dominant choice of leasing land for agricultural use as the benchmark.
