This paper introduces the field of mixture toxicity and the challenges in regulating pesticide mixtures. Even though pesticides are unique chemical stressors designed to have biological activity that can affect a number of nontarget species, they are intentionally placed into the environment in large quantities. Currently, methods and terminology for evaluating mixture toxicity are poorly established. The most common approach used is the assumption of additive concentration, with the concentrations adjusted for potency to a reference toxicant. The Ifremer Repamo network (REseau de PAthologie des MOllusques) is the national surveillance network in charge of monitoring marine mollusc health on French coastlines. It is commissioned to enforce the official regulations and to provide a public service, under the supervision of the competent authority (DGAL Veterinary Directorate) in the Ministry.of Agriculture and Fisheries. Its goals are to prevent the introduction and the dissemination of infectious agents, in particular pathogens involved in reportable diseases, and to monitor the changes in the pathogens already present on the French coasts. |

Port activities require continuous or occasional dredging of considerable quantities of sediments : approximately 50 million m3 along the French coastline. A large proportion of the dredgings is authorized for dumping at sea in geographically delimited areas and following an impact evaluation of their potential harmfulness to the marine environment. This paper explains the development and implementation of a methodology for assessing the economic impacts of large-scale environmental regulations. The development process began with a literature review surveying channels through which environmental regulations might influence economic performance. Avenues deemed suitable were incorporated into a computable general equilibrium (CGE) model of the California economy. Rent dissipation in open access fisheries is a well studied problem (Gordon 1954; Homans and Wilen 1997). Regulation is seen as a possibly remedy to the externality of entry, which eventually leads to zero profits and depressed stocks. Despite regulation, drastic declines have occurred in many regulated fisheries worldwide, prompting a discussion of economic, biological, and environmental phenomena that may lead to declines. We explore one case when a regulator permits overfishing in the context of a traditional fishery model.
