This document is directed to the scientific research community and users of operational ocean data. It is also intended to provide an example and be a source of information to programmes such as the Global Ocean Observing System (GOOS) for developing and implementing end-to-end data management systems. The document is also directed towards Member States of IOC. It discusses how Member States can make contributions and how they can benefit from the GTSPP.

Using the CTD data obtained on the R/V Dr.E.L.Holmberg fishery research cruise H-13/94 (November 1994), oceanographic conditions of the coastal area of the Argentine-Uruguayan Common Fishing Zone (AUCFZ) and El Rincón (Buenos Aires Prov., Argentina) are described. Two physical environments were differentiated: the Río de la Plata estuarine systems and El Rincón coastal regime. In both systems thermal and haline fronts that affect the distribution of reproductive concentrations, nursery and spawning areas of coastal species, are identified. Salinity fields of the AUCFZ, as a function of statistical winds, are synoptically analyzed. The Global Temperature and Salinity Programme (GTSPP) is a joint program of the International Oceanographic Data and Information Exchange (IODE) and the Joint Commission on Oceanography and Marine Meteorology (JCOMM°. The document summarizes the GTSPP progress made covering the past two years period 2009-2010 and shows how GTSPP continues to develop in response to evolving needs. It also provides the GTSPP work plan in 2011 and 2012-2013. The GTSPP bi-annual report gives the detailed information about the program and progress made during the inter-session period. A draft GTSPP bi-annual report for 2009-2010 has been completed and is posed at the GTSPP Web Site.

The Global Temperature and Salinity Profile Programme (GTSPP) is a joint Intergovernmental Oceanographic Commission (IOC) and World Meteorological Organization (WMO) programme to develop and maintain a global ocean Temperature-Salinity resource with data that are both up-to-date and of the highest quality[2]. The Global Temperature Salinity Profile Project continues to deal in greater volumes of data. The project began in 1990, with the goal of collecting and archiving all profile data from the oceans and providing the highest quality and resolution to users as soon as possible after collection. The last annual report prepared was for 2004. Since then, other work pressures have prevented completion of the report for 2005.
