With high food prices threatening the food security of millions of vulnerable households around the world, hunger and malnutrition are back in the headlines. The world is making only slow progress in reducing food insecurity, according to the Global Hunger Index (GHI). Some regions—in particular South and Southeast Asia, the Near East and North Africa, and Latin America and the Caribbean—have made significant headway in combating hunger and malnutrition since 1990, but in South Asia and Sub-Saharan Africa, the GHI remains high. Moreover, progress in Sub-Saharan Africa since 1990 has been marginal. The GHI is a tool developed by IFPRI for regularly tracking the state of global hunger and malnutrition. The gradualism of economic reforms in China and Vietnam (especially in China, which has led the way in this regard) has been commented on favourably by many analysts studying transitional economies. Early market reforms in China and Vietnam were constrained by political considerations and consequently, began in agriculture and in China’s case, in rural areas with the development of town-and-village enterprises as well. It is argued that at the time when the reforms began, they were socially responsible. However, they have created a legacy which has resulted in agricultural land disputes and many town-and-village enterprises now face new economic challenges resulting in social conflict as the structure of China’s economy alters and greater market... In common with other areas throughout the Russian Federation, western Siberia faces formidable environmental pollution, a problem that in part is the legacy of the highly centralized Soviet era when meeting production quotas was the raison d'être for many managers of economic enterprises. In this region, over the last thirty years the near singular focus on short term oil production has led to severe contamination of the area's surface and groundwater supplies, threatening both human and ecological health. At the same time, revenues from continued oil extraction may provide the means to address some of the environmental problems.
