After briefly reviewing recent economic theories about the economic welfare consequences of public provision of private commodities, this article examines the cost efficient supply of publicly provided commodities. In the light of the presence of transaction costs and bounded rationality, and consequences for the competence of public bodies, it considers whether the following are cost effective: (1) increased out-sourcing of government funded work and supplies using market and competitive mechanisms; (2) greater contestability of employment in the public sector; (3) more widespread imposition of user charges for publicly supplied commodities; and (4) the increased use of performance budgeting and accounting in the public sector. This study results from a two years' intensive research into a hitherto unexplored area of irrigation management - the aspect of financing irrigation in some Asian countries. The authors have analyzed the relationship between investment costs, level of irrigation fees, cropping intensity, type of crop, and secondary income. The studies conclude that the quality of irrigation system operations and maintenance is affected not only by the amount of resources made available to operate and maintain systems, but also by the institutional arrangements under which they are provided. |

Irrigation occupies a central position in China’s crop production. However, due to low per capita water resources, much worse, unevenly distributed over regions and time and the rapid increase of water diversions to non-irrigation sectors, irrigation water shortages have become a very serious problem. Without the adoption of effective measures this problem may even threaten China’s food security. Currently, irrigation efficiency is very low in general, irrigation water prices cannot fully recover water supply costs, and irrigation facilities are aging due to the lack of funding for O&M (operation & maintenance).
