Management of private tubewells in a conjunctive use environment: a case study in the Mananwala Distributary Command Area, Punjab, Pakistan AgEcon

This paper analyzes the tubewell data collected by IIMI-Pakistan over a period of 4 years. While the main emphasis remains on the operation of private tubewells, public tubewells and canal water supplies are included in the analyses to give a more comprehensive picture of the conjunctive use environment, a characteristic of most of the irrigated areas of the Punjab, Pakistan.

This report analyzes how public policies designed to promote groundwater development over the past 50 years have failed in their promise, and how initiative by private agents can generate the social welfare the region needs so direly. The report outlines a five-pronged strategy for attacking eastern India's rural poverty through fuller utilization of its groundwater resources.

Increasing competition for water across sectors increases the importance of the river basin as the appropriate unit of analysis to address the challenges facing water resources management; and modeling at this scale can provide essential information for policymakers in their resource allocation decisions. This paper introduces an integrated economic-hydrologic modeling framework that accounts for the interactions between water allocation, farmer input choice, agricultural productivity, nonagricultural water demand, and resource degradation in order to estimate the social and economic gains from improvement in the allocation and efficiency of water use. Right-to-Choose Auctions: A Field Study of Water Markets in the Limari Valley of Chile AgEcon

Field experiments were conducted with farmers in the Limarí Valley of Chile to test extant theory on right-to-choose auctions. Water volumes that differed by reservoir source and time of availability were offered for sale by the research team. The auctions were supplemented by protocols to elicit risk and time preferences of bidders. We find that the right-to-choose auctions raise significantly more revenue than the benchmark sequential auction. Risk attitudes explain a substantial amount of the difference in bidding between auction institutions, consonant with received theory. The auction bidding revealed distinct preferences for water types, which has implications for market re-design.

Adjustment to Salinity in Irrigation Regions: Ex Post Evaluation of the Tragowel Plains Plan AgEcon

An early-mid project evaluation of the benefits and costs of the Tragowel Plains Salinity Management Plan estimated the net cost after six years at A$ 5.5 million. The cumulative cash flows for the water transfer, drainage and halophyte programs were all positive with benefit to cost ratios (BCRs) of 3.2, 1.3 and 1.1. Inclusion of estimated future benefits and costs to year 30 gave BCRs of 13.7, 1.3 and 4.0 with net present values (NPVs) of A$ 18.8 million, 2.5 million and 0.4 million respectively. Net costs for other integrated programs including salinity survey, whole farm planning, facilitation of structural adjustment, revegetation and coordination of implementation reduced the NPV of the first six years of implementation to A$ 12.1 million. En el presente trabajo se simula la introducción de diferentes métodos de reparto del agua en la agricultura, y se aplican a una zona de regadío del valle central del Ebro. En concreto, se han escogido tres métodos diferentes de asignación con el fin de comparar su eficiencia económica. Además del actual sistema proporcional y el sistema de mercado, se simulará la introducción de la regla de reparto uniforme, desarrollada en la teoría de la elección social. In the Australian Murray-Darling Basin (MDB) the combination of severe and prolonged droughts and historic water management decisions to divert water for cultivation stressed water resources in such an intensive manner that wetlands went dry and rivers are now far from a natural flow. More appropriate water management policies must be implemented to restore ecological function. Irrigation occupies a central position in China’s crop production. However, due to low per capita water resources, much worse, unevenly distributed over regions and time and the rapid increase of water diversions to non-irrigation sectors, irrigation water shortages have become a very serious problem. Assam in the north eastern region of India has the endowments to ensure agricultural growth in the sense that the state has huge reserves of ground water in addition to the enormous surface water availability. Returns to both labor and capital in the state are considered high as potentials for exploiting the existing technology are yet largely untapped.
