| Increasing competition for water across sectors increases the importance of the river basin as the appropriate unit of analysis to address the challenges facing water resources management; and modeling at this scale can provide essential information for policymakers in their resource allocation decisions. This paper introduces an integrated economic-hydrologic modeling framework that accounts for the interactions between water allocation, farmer input choice, agricultural productivity, nonagricultural water demand, and resource degradation in order to estimate the social and economic gains from improvement in the allocation and efficiency of water use. | An early-mid project evaluation of the benefits and costs of the Tragowel Plains Salinity Management Plan estimated the net cost after six years at A$ 5.5 million. The cumulative cash flows for the water transfer, drainage and halophyte programs were all positive with benefit to cost ratios (BCRs) of 3.2, 1.3 and 1.1. Inclusion of estimated future benefits and costs to year 30 gave BCRs of 13.7, 1.3 and 4.0 with net present values (NPVs) of A$ 18.8 million, 2.5 million and 0.4 million respectively. | Irrigation occupies a central position in China’s crop production. However, due to low per capita water resources, much worse, unevenly distributed over regions and time and the rapid increase of water diversions to non-irrigation sectors, irrigation water shortages have become a very serious problem.
