The increasing demand for water and limited degree of cost recovery for irrigation water delivery are important challenges for policymakers in Indonesia. To meet the increasing demand for water, it is important to reduce water use in irrigated paddy cultivation, long the dominant consumptive user, and to divert water away from agriculture to domestic and industrial sectors. Reducing water use in irrigated agriculture can be achieved through various means, including rationing, improved user management, and water markets. O aumento da pressão sobre os recursos hídricos tem levado muitos países a reconsiderarem os mecanismos utilizados na indução do uso eficiente da água. Isso é especialmente verdade para a agricultura irrigada, uma das principais consumidoras de água. Estabelecer o preço correto da água é um dos mecanismos de tornar mais eficiente a alocação da água. With the enforcement of the Water Framework Directive 2000/60/EC (WFD), policy makers are required to pursue the improvement of the use efficiency of the water resources in the agricultural sector. For this purpose, we suggest a methodology to perform an ex-ante analysis of the efficiency of water pricing policies, based on a two stage DEA technique, by which it is possible to disaggregate the technical and the ecological efficiency of the policy. According to our results, we found that, coherently with the WFD principles, the direct pricing methods show the highest levels of efficiency. Conserving the watershed can help to preserve the groundwater supplies by avoiding loss of recharge. Preventing overuse of available water through pricing reforms can also substantially increase benefits from groundwater stock. Since efficiency prices are generally higher than the inefficient, status quo prices, efficiency pricing may be politically infeasible and watershed conservation may be considered as an alternative. Using Pearl Harbor water district as an example, we find that pricing reform yields large welfare improvement (about $900 million) and is welfare-superior to watershed conservation unless the latter prevents over 10% loss of recharge. In addition, watershed conservation is more valuable at efficiency pricing than at the status quo prices. |

This paper uses a Translog form to estimate the water distribution cost for an irrigation consortium. The consortium operates under conditions of the under-utilization of facilities; thus, to achieve full cost recovery, water charges must be set at a higher level than efficiency. As a consequence, farmers may decide to reduce their use of the public irrigation service and instead exploit groundwater. The estimated Translog function explains the costs of water services throughout the irrigated area, and identifies items for which pricing does not accentuate the competition between the use of surface water and groundwater. Based on the estimated coefficients, a hypothesis is hence presented for pricing water provided by the consortium. |

Water charging, regulated in Brazil by the National Water Resources Policy (Federal Law 9.433/97), is an important issue for the food industry, since it may change the profile of food production costs.
