With the objective to stimulate the use of irrigation and the electric energy fee reduction during night time program granted by the 2004 Federal law, the Government of the state of Paraná, Brazil launched the Night Irrigation Program - NPI. Beyond this discount, the farmer that adheres to NPI will get additional benefits, as completion of the electric grid without cost, subsidized financing of equipment, technical assistance, support with environmental farm compliance, and the possibility of replacing the entire pump energy matrix. The Uda Walawe Irrigation and Resettlement Project (UWIRP) located in the Southern dry zone of Sri Lanka was initiated in the early 1950s. The original plan for the UWIRP was a highly ambitious social, economic and physical engineering project aimed at creating a modern, profitable agriculture sector. This report examines the history of water resources development and investment decisions for the UWIRP over a period of 50 years and uncovers underlying processes that shaped the evolution of the project and highlights the limitation of viewing development as a mere set of technical and social engineering endeavors.

Demand management has been of interest in dry climates such as Australia, Spain and the Western United States for decades. It is particularly important to understand policy options during drought conditions, as drought periods have a disproportionate effect on supply infrastructure decisions. While water‐conservation campaigns aimed at inducing voluntary consumption reductions are almost universally employed by water managers in times of supply constraint, voluntary measures are generally dismissed in the economics literature as ineffective. Since the closing years of the 1980s, Australia has adopted structural adjustment policies designed to foster economic liberalism based on the market system. Today, there is little economic protection for Australian agriculture and Australia is a persistent advocate of free international agricultural trade. The Energy Independence and Security Act (EISA) of 2007 established specific targets for the production of biofuel in the United States. Until advanced technologies become commercially viable, meeting these targets will increase demand for traditional agricultural commodities used to produce ethanol, resulting in land-use, production, and price changes throughout the farm sector. This report summarizes the estimated effects of meeting the EISA targets for 2015 on regional agricultural production and the environment. Meeting EISA targets for ethanol production is estimated to expand U.S. cropped acreage by nearly 5 million acres by 2015, an increase of 1.6 percent over what would otherwise be expected. Basin-level use and productivity of water: examples from South Asia AgEcon

Discusses and illustrates concepts for identifying ways of improving productivity of water within basins. The results of applying a water accounting procedure to four sub-basins in South Asia (Bhakra in India; Chishtian in Pakistan; Huruluwewa in northern Sri Lanka; and Kirindi Oya in southern Sri Lanka) are presented. The methodology used identifies the quantities and productivity of various uses of water within a basin. This information is then used to identify the water-saving potential, and the means of improving the productivity of the managed supplies.

Impact of Zero Tillage in India's Rice-Wheat Systems AgEcon

To date, the most widely adopted resource conserving technology (RCT) in the Indo-Gangetic Plains (IGP)has been zero-tillage (ZT) for wheat after rice, particularly in India. This report reviews and synthesizes the experience with zero tillage in the Indian IGP. Zero tillage of wheat after rice generates significant benefits at the farm level, both in terms of significant yield gains (6–10%, particularly due to timelier planting of wheat) and cost savings (5–10%, particularly tillage savings). These benefits explain the widespread interest of farmers and the rapidity of the diffusion across the Indian IGP, further aided by the wide applicability of this mechanical innovation. Moga District in Punjab, India, is a microcosm of the twin story of irrigation-induced growth and stress. The groundwater consumptive water use in agriculture exceeds the recharge by a substantial margin. Rice production contributes to a major part of this difference. The groundwater depletion is so critical that diversifying agriculture is the only way forward for sustainable agricultural growth. Reducing the rice area and intensifying milk production will be a win-win situation for both the farmers and the area reeling with a groundwater crisis.

Experiments with regulations & markets linking upstream tree plantations with downstream water users AgEcon

Land-use change in upper catchments impact downstream water flows. As trees use large amounts of water the expansion of upstream plantations can substantially reduce water availability to downstream users. There can also be impacts on downstream salinity due to reduced dilution flows. In some jurisdictions afforestation requires the purchase of water rights from downstream holders, while in others it does not, effectively handing the water rights to the upstream landholders. We consider the economic efficiency and equity (profitability and distributional) consequences of upstream land use change in the presence of a water market under alternate property rights regimes and different salinity scenarios.

Communal water storage reservoirs (embungs) that serve many villages in West Timor, Indonesia, by providing water during the prolonged annual dry season are experiencing severe sedimentation problems. Sedimentation of reservoirs progressively reduces their water storage capacity and the benefits to community. This paper investigates four alternative strategies for managing the sedimentation of a typical village embung: (1) current management (a “no management” situation), (2) soil conservation in the embung catchment, (3) periodic sediment removal and (4) both soil conservation and sediment removal. However, currently water deficit is one of the major constraints hampering development in the catchment; both the mining and agricultural sectors are producing below optimal levels because of their reliance on insufficient supplies.
