Is the choice of conservation measures influenced by the targeted natural habitats? The case of French coastal Natura 2000 sites ArchiMer

Natura 2000 (N2K) is a European network of protected areas that has grown out of the implementation of the Birds Directive (1979) and the Habitats Directive (1992). To date, the literature focussing on “conservation measures” required by the directives has been scarce. This article contributes to a better understanding of associated practices with regard to these measures in the case of France. We put forward a quantitative approach based on 1378 “action-sheets” randomly extracted from 113 management documents of French Natura 2000 coastal sites. The King scallop Pecten maximus constitutes the first landed species in terms of tonnage and the second or third one in terms of value for the French fisheries. More than 90% of these landings come from the English Channel indicating that its exploitation is essential to local fleets. Managing fleet capacity effectively under second-hand market redistribution ArchiMer

Fishing capacity management policies have been traditionally implemented at national level with national targets for capacity reduction. More recently, capacity management policies have increasingly targeted specific fisheries. French fisheries spatially vary along the French coastline and are associated to specific regions. Capacity management policies however ignore the capital mobility associated with second-hand vessel trade between regions. Managing mixed fisheries for bio-economic viability ArchiMer

Management of fisheries for sustainability requires dealing with multiple and often conflicting objectives. A stochastic viability approach is proposed to address the trade-offs associated with balancing ecological, economic and social objectives in regulating mixed fisheries, taking into account the complexity and uncertainty of the dynamic interactions which characterize such fisheries. This report describes the methodology for collecting economic data on commercial fleets in Guyana and Guadeloupe during the 2020 survey. The context and the objectives for producing indicators within the EU data collection framework, the survey is presented including the organization and collection procedure, field training and reporting as well as communication. The links to the technical documents are provided in particular the questionnaire used. The collection sampling plan is detailed with a description of, the reference population, the stratified sampling frame, the calculation of the sampling allocations. The samples are also described. Modelling the fishing costs of French commercial vessels in the Bay of Biscay ArchiMer

Ten years after the start of the European Data Collection Framework the availability of cost indicators for assessing the economic status of fisheries or bio-economic modelling is still deficient. Moreover, economic time series are difficult to maintain due to fishermen weariness and sample coverage is often insufficient. To overcome these problems, the paper builds predictive models per operational cost category (fuel, landing, other variable, fixed, salary and total) for the French Bay of Biscay fleet. The cost models had good fit and stressed the key role of gear and vessel size (length mostly) for explaining fishing costs.
