Natura 2000 (N2K) is a European network of protected areas that has grown out of the implementation of the Birds Directive (1979) and the Habitats Directive (1992). To date, the literature focussing on “conservation measures” required by the directives has been scarce. This article contributes to a better understanding of associated practices with regard to these measures in the case of France. We put forward a quantitative approach based on 1378 “action-sheets” randomly extracted from 113 management documents of French Natura 2000 coastal sites. Fishing capacity management policies have been traditionally implemented at national level with national targets for capacity reduction. More recently, capacity management policies have increasingly targeted specific fisheries. French fisheries spatially vary along the French coastline and are associated to specific regions. Ten years after the start of the European Data Collection Framework the availability of cost indicators for assessing the economic status of fisheries or bio-economic modelling is still deficient. Moreover, economic time series are difficult to maintain due to fishermen weariness and sample coverage is often insufficient. To overcome these problems, the paper builds predictive models per operational cost category (fuel, landing, other variable, fixed, salary and total) for the French Bay of Biscay fleet.
