One of the key goals of this report is to compare the fisheries governance systems in the different outermost regions in the context of the Common Fishery Policy (CFP). By fisheries governance systems, we mean the different institutions and the collective action processes by which decision making in fisheries management is established and the different set of laws, rules set for the regulation of the fishing activities. Le statut de département français fait de l’île de la Martinique une des régions ultra périphériques (RUP) de l’Union européenne. L’activité des navires de pêche qui exploitent sa ZEE s’inscrit dans le cadre de la politique commune des pêches de l’Union européenne, et la gestion des ressources partagées avec d’autres pays s’exerce dans le cadre des organisations internationales de pêche afférentes. The identikit of Breton fishing in 2004 can be drafted through a few figures: 1,537 vessels in activity, 315,000 kW of nominal engine power, 7,053 sailors on board, 302,000 tonnes of catches (not including algae), about 466 million euros in profit. However, this global data does not take into account an essential characteristic of this activity: its great diversity. This latter can be declined based on different criteria. While the majority of small-scale coastal fisheries are found in developing nations, a considerable number exist in developed nations as well. In most fisheries worldwide, crew are paid through different shared remuneration systems rather than a fixed wage. In shared remuneration systems, wages can significantly increase when the economic performance of vessels improve, and consequently provide incentives to workers. However, in recent years, mainly due to high overexploitation levels that lead to reduced productivity and consequently lower salaries shared remuneration systems have lost their attractiveness. Different remuneration systems applied in fisheries world-wide are described and analyzed comparatively. Results explain how crew wages and rent distribution outcomes vary between the different remuneration systems depending on the state of exploitation of the resource. |

In this deliverable we investigated the drivers of investment in fisheries and how those can be activated to stimulate investment in alternative technologies to protect the benthos. To capture a wider range of factors than quantitative factors only we modified the work plan and included interviews with fishing industries in all regions. As a result we identified a wide range of reasons why fishers have (or have not) invested in alternative gears. As expected, the profitability of alternative technology is an important factor to invest but we also found many others. Like many tropical small-scale fisheries, the French Guiana coastal fishery is characterized by the high fish biodiversity of its ecosystem, the weak selectivity of the fleets exploiting the resources, and the heterogeneity of the vessels in terms of size and fishing techniques. The Rapfish method is used to assess sustainability within 11 fishery systems by means of 27 attributes relating to ecological, economic, social, and technological fields.
