Integrating Cultural Ecosystem Services in an Ecosystem Satellite Account: A Case Study in the Gulf of Saint-Malo (France) ArchiMer
Martin, Jean Christophe; Mongruel, Remi; Levrel, Harold.
This paper develops an accounting approach for estimating cultural ecosystem services. Ecosystem satellite accounts should be able to include cultural ecosystem services, which raise numerous assessment difficulties. A new assessment method is proposed, which uses the production for own use of households who carry out recreational activities depending on cultural ecosystem services. An application is carried out in the Gulf of Saint-Malo (France). A survey was implemented in order to collect the accounting data. Six recreational activities mixing the consumption of pure leisure (mainly sport) and marine cultural ecosystem services (mainly fishing and seascape watching) were considered: onshore fishing and shellfish gathering; hiking; recreational boating...

Les productions conchylicoles dans leur écosystème : les conditions de la réussite...les menaces à court et moyen terme ArchiMer
Prou, Jean; Piquet, Jean-come; Goulletquer, Philippe; Mongruel, Remi; Ryckaert, Mireille.

Marine Ecosystem Services Assessment to Support Marine Management, from Theory to Practice ArchiMer
Vaschalde, D; Bailly, Denis; Cabral, Pedro; Charles, M; Daures, Fabienne; Davoult, D; Dedieu, K; Foucher, Eric; Guyader, Olivier; Laurans, Martial; Le Mao, Patrick; Le Niliot, P; Levrel, Harold; Martin, Jean Christophe; Marzin, Anahita; Mongruel, Remi; Morisseau, F; Schoenn, Jennifer; Thiebaut, E; Vanhoutte Brunier, Alice.
While economic valuation of ecosystem services (ES) is widely acknowledged as a tool to support decision-making processes, studies have also shown that there exists a literature blindspot on the effective use of economic valuation (Laurans et al. 2013; Marco ne and Mongruel 2014). The VALMER project seeks to bridge this gap between theory and practice by looking at how ecosystem services assessment (ESA) can support marine management and planning. Natural scientists, economists and marine environment managers from various institutions undertook ESAs in six pilot sites over the two sides of the Channel. The objectives of this paper are to share some results of two French ESAs, and to discuss issues and perspectives of ESAs from a marine management...

Mongruel, Remi; Kermagoret, Charlene; Carlier, Antoine; Scemama, Pierre; Le Mao, Patrick; Levain, Alix; Balle-beganton, Johanna; Vaschalde, Diane; Bailly, Denis.

Modeling soft institutional change and the improvement of freshwater governance in the coastal zone ArchiMer
Mongruel, Remi; Prou, Jean; Balle-beganton, Johanna; Lample, Michel; Vanhoutte Brunier, Alice; Rethoret, Harold; Perez Agundez, José A.; Vernier, Françoise; Bordenave, Paul; Bacher, Cedric.
The contribution of soft institutional change to improve freshwater governance in the coastal zone will be examined. Freshwater management seeks to reduce losses due to overexploitation of the common-pool resources provided by river catchments and their associated ecosystems. Due to the complexity of the governance system, improving the performance of one coastal social-ecological system means searching for the appropriate “soft” institutional change. In the Pertuis Charentais region, increasing scarcity of freshwater in summer threatens the health of the coastal ecosystem and the sustainability of human activities, which depend on the use of natural resources. The allocation of freshwater among competing uses or concerns is a core issue for integrated...

National policy objectives and local management results: the economic, social and environmental performances of the shellfish farming institutions in the Mont-Saint-Michel Bay ArchiMer
Mongruel, Remi; Perez, Jose.
This paper examines the discrepancies between national policy objectives for the development of shellfish farming in France and the results of this policy at the local level. National legislation is claimed to favour a ‘people-oriented’ policy and the sustainable use of marine coastal resources. In practice, stakeholders implement this policy under local institutional arrangements. A case study in the Mont-Saint-Michel Bay compares the economic, social and environmental performances of both mussel and oyster industries. Local management arrangements have avoided overexploitation. Conversely, performances in terms of rent distribution, job retention and contribution to public budgets are inconsistent with national objectives. This suggests that the...

Practical application of the Ecosystem Service Approach (ESA): lessons learned and recommendations for the future ArchiMer
Beaumont, Nicola J; Mongruel, Remi; Hooper, Tara.
An Ecosystem Service Approach (ESA) is increasingly advocated for use in both environmental management and academic applications. However, despite extensive conceptual development, there are still very few examples of the effective use of the ESA for operational management. This contribution reports on the field application of the ESA at six marine and coastal case study sites. Each case study demonstrates a variation on an interdisciplinary approach to translate complex natural science data into ecosystem service terminology, and then explores the usefulness of this information in a management context. From these experiences 6 key recommendations are made to aid the future application of the ESA: (1) Invest resources in collective planning of ESA; (2)...

Spatial, Ecological and Social Dimensions of Assessments for Bivalve Farming Management ArchiMer
Bacher, Cedric; Gangnery, Aline; Cugier, Philippe; Mongruel, Remi; Strand, Oivind; Frangoudes, Katia.
The general purpose of assessment is to provide decision-makers with the best valuable data, information, and predictions with which management decisions will be supported. Using case studies taken from four scientific projects and dealing with the management of marine bivalve resources, lessons learned allowed identifying some issues regarding assessment approaches. The selected projects also introduced methodological or institutional frameworks: ecosystem approach to aquaculture (EAA), system approach framework (SAF), marine spatial planning (MSP), and valuation of ecosystem services (ES). The study on ecosystem services linked ES to marine habitats and identified ES availability and vulnerability to pressures. The results were displayed as maps of...

Technological adaptation to harmful algal blooms : socioeconomic consequences for the shellfish farming sector in Bourgneuf Bay (France) ArchiMer
Perez Agundez, José A.; Raux, Pascal; Girard, Sophie; Mongruel, Remi.
The economic impacts of harmful algal blooms (HABs) on the shellfish farming sector depend on their frequency, duration and intensity. Safeguarding storage and accelerated detoxification are technical solutions that could mitigate the effects of these events. This article first analyzes the economic feasibility of the technological changes that can be adopted by the shellfish farming sector in France. It then examines their associated social impacts. Finally, an application is carried out on the Bourgneuf Bay production area. The economic analysis addresses three issues related to HABs: (1) the economic performance of the shellfish farms in Bourgneuf Bay, (2) the costs of these new technologies, and (3) the economic viability of such an investment. Results...

The maintenance costs of marine natural capital: A case study from the initial assessment of the Marine Strategy Framework Directive in France ArchiMer
Levrel, Harold; Jacob, Celine; Bailly, Denis; Charles, Mahe; Guyader, Olivier; Aoubid, Scheherazade; Bas, Adeline; Cujus, Alexia; Fresard, Marjolaine; Girard, Sophie; Hay, Julien; Laurans, Yann; Paillet, Jerome; Agundez, Jose A. Perez; Mongruel, Remi.
There are two ways of assessing the costs of environmental degradation: as the costs associated with the loss of benefits resulting from the degradation of natural capital, and as the maintenance costs required to compensate for the actual or potential degradation of natural capital. The first of these methods is based on the Total Economic Value (TEV) of benefits forgone because of the depletion of ecosystem services delivered by marine biodiversity. The second method is based on the costs required to maintain a good state of marine biodiversity, one which makes it possible to deliver ecosystem services. This paper gives an illustration of this second approach. It details how these maintenance costs have been calculated in the initial assessment of the...

Why, how, and how far should microbiological contamination in a coastal zone be mitigated? An application of the systems approach to the Thau lagoon (France) ArchiMer
Mongruel, Remi; Vanhoutte-brunier, Alice; Fiandrino, Annie; Valette, Francois; Balle-beganton, Johanna; Perez Agundez, José A.; Gallai, Nicola; Derolez, Valerie; Roussel, Sebastien; Lample, Michel; Laugier, Thierry.
This paper describes the building of an integrated simulation tool based on a systems approach, and its contribution to local political discussion of the mitigation of microbiological contamination of the water in a coastal area. Local management schemes view water quality as a high-priority environmental objective. In practice, how far this objective is achieved depends on trade-offs between the costs of improved water treatment facilities and the acceptable impacts of water contamination. An in-the-field experiment in collaboration with local managers was carried out in the Thau lagoon on the French Mediterranean coast during the SPICOSA (Science and Policy Integration for Coastal System Assessment) project, from 2007 through 2011. It consisted of...
