While economic valuation of ecosystem services (ES) is widely acknowledged as a tool to support decision-making processes, studies have also shown that there exists a literature blindspot on the effective use of economic valuation (Laurans et al. 2013; Marco ne and Mongruel 2014). The VALMER project seeks to bridge this gap between theory and practice by looking at how ecosystem services assessment (ESA) can support marine management and planning. The contribution of soft institutional change to improve freshwater governance in the coastal zone will be examined. Freshwater management seeks to reduce losses due to overexploitation of the common-pool resources provided by river catchments and their associated ecosystems. An Ecosystem Service Approach (ESA) is increasingly advocated for use in both environmental management and academic applications. However, despite extensive conceptual development, there are still very few examples of the effective use of the ESA for operational management. This contribution reports on the field application of the ESA at six marine and coastal case study sites. The general purpose of assessment is to provide decision-makers with the best valuable data, information, and predictions with which management decisions will be supported. Using case studies taken from four scientific projects and dealing with the management of marine bivalve resources, lessons learned allowed identifying some issues regarding assessment approaches. There are two ways of assessing the costs of environmental degradation: as the costs associated with the loss of benefits resulting from the degradation of natural capital, and as the maintenance costs required to compensate for the actual or potential degradation of natural capital. The first of these methods is based on the Total Economic Value (TEV) of benefits forgone because of the depletion of ecosystem services delivered by marine biodiversity. The second method is based on the costs required to maintain a good state of marine biodiversity, one which makes it possible to deliver ecosystem services. This paper describes the building of an integrated simulation tool based on a systems approach, and its contribution to local political discussion of the mitigation of microbiological contamination of the water in a coastal area. Local management schemes view water quality as a high-priority environmental objective.
