Private investment in plant breeding has been increasing while public plant breeding has stagnated or declined. Moreover, research investment among crop commodities is uneven. Using a comprehensive survey of U.S. plant breeders from 1994, we use a simultaneous equations model to examine incentives and public-private tradeoffs in plant breeding research among 84 crop commodities. Allocation of private breeders among crops is strongly influenced by market size, hybrid seed technology, and ease of breeding improvement. In general, the allocation of public breeders does not appear to "crowd out" private breeders, but some competition may occur in applied breeding. Using Rural Household Income Survey Data to Inform Poverty Analysis: An Example from Mozambique AgEcon

This paper demonstrates that income survey data can be very informative in explaining the variation across households in the incidence and severity of absolute poverty using a rural household income data set for Mozambique. Results from regression analysis of the sources of variation are used to simulate the impact of alternative agricultural interventions or strategies on rural poverty. Complementarities in the insights gained from consumption expenditure and income surveys may justify the collection and analysis of both types of information, especially in Sub-Saharan Africa, the one region of the world where the incidence of poverty is increasing.

Can Bt Technology Reduce Poverty Among African Cotton Growers? An Ex Ante Analysis of the Private and Social Profitability of Bt Cotton Seed in Mozambique. AgEcon

This paper presents an ex ante analysis of the private and social profitability of the introduction of Bt cotton for a major cotton producing area of northern Mozambique. Cotton is especially relevant to rural poverty reduction because smallholders often have few alternative cash earning activities, and yields are among the lowest in Africa. Multivariate regression is used to quantify the relationship between pest control and yield loss at farm level as a basis for estimating the expected yield gain from the introduction of Bt cotton. Partial budget analysis of technical packages with and without Bt cotton seed reveals a strong divergence between private (negative) and social (positive) profitability.
