This paper proposes a partial equilibrium displacement model that differentiates wheat according to its end-use and country of origin to investigate the impact of alternative European trade policies on wheat supply and demand in France. Transmission, demand and supply elasticities are estimated for each class and origin of wheat. Simulation results show that rebalancing trade protection across wheat classes encourages domestic supply of high quality wheat and displaces imports from North America. The various assessments of the effects of a liberalization of world sugar markets are inconsistent with each other. One cause seems to be the modeling of the EU supply response. We investigate three possible linkages between sugar production under quota and the out-of-quota or "C" sugar supply: i/ the existence of fixed costs covered by the in-quota sugar; ii / the "overshooting" behavior as prevention against poor yields; iii/ the production of C sugar as "reference building" in view of expected reforms. Modeling these effects results in the introduction of an implicit crosssubsidy between in-quota sugar and C sugar. The aim of this paper is threefold. Firstly, we investigate the regional distribution of support of EU’s Common Agricultural Policy (CAP). Secondly, we employ structural data of the regions to calculate average farm revenue and to show how support and income has developed over time. Thirdly, we analyse the stabilisation effect generated by these transfers. This is investigated for the market price support, the first pillar payments and one agrienvironmental program. New contributions to the literature are the use of community data and the inclusion of a second-pillar program. The results show that there is an overall stabilisation effect of the EU’s CAP but this effect is not equal for all regions. In 2013 the European Commission launched its new green infrastructure strategy to make another attempt to stop and possibly reverse the loss of biodiversity until 2020, by connecting habitats in the wider landscape. This means that conservation would go beyond current practices to include landscapes that are dominated by conventional agriculture, where biodiversity conservation plays a minor role at best. The green infrastructure strategy aims at bottom-up rather than top-down implementation, and suggests including local and regional stakeholders.
