AGRICULTURAL FINANCING POLICIES AND RURAL DEVELOPMENT IN NIGERIA AgEcon
Eze, Christopher C.; Lemchi, J.I.; Ugochukwu, Albert I.; Eze, V.C.; Awulonu, C.A.O.; Okon, A.X..
The study examined the agricultural financing policies of the government of Nigeria and effects on rural development .The study found that though the government has made serious efforts at making good agricultural policies through schemes, programmes and institutions, it has not been able to back them up with adequate budgetary allocation and financing coupled with corruption in the execution of the policies. It is recommended that for the government agricultural financing policies to achieve its target of rural development, Nigeria will need an adequate level of strategically targeted investment in agriculture, upgrade rural infrastructure, boost productivity, and increase competitiveness of the farm output, in addition to fighting corruption.

The United Nations (UN) Rio+20 summit committed nations to develop a set of universal sustainable development goals (SDGs) to build on the millennium development goals (MDGs) set to expire in 2015. Research now indicates that humanity’s impact on Earth’s life support system is so great that further global environmental change risks undermining long-term prosperity and poverty eradication goals. Socioeconomic development and global sustainability are often posed as being in conflict because of trade-offs between a growing world population, as well as higher standards of living, and managing the effects of production and consumption on the global environment. We have established a framework for an evidence-based architecture for new goals...

Analysis of the SHP2 enhancer for the use of tissue specific activation tagging in Arabidopsis thaliana Genet. Mol. Biol.
Chalfun-Junior,Antonio; Mes,Jurriaan J.; Busscher,Marco; Angenent,Gerco C..
Activation tagging is a powerful tool to identify new mutants and to obtain information about possible biological functions of the overexpressed genes. The quadruple cauliflower mosaic virus (CaMV) 35S enhancer fragment is a strong enhancer, which is most commonly used for this purpose. However, the constitutive nature of this enhancer may generate lethal mutations or aberrations in different plant organs by the same overexpressed gene. A tissue-specific activation tagging approach may overcome these drawbacks and may also lead more efficiently to the desired phenotype. For this reason the SHATTERPROOF2 (SHP2) promoter fragment was analysed for enhancer activity. The SHP2 gene is involved in dehiscence zone development and expressed during silique...

Anatomy and ontogeny of the pericarp of Pterodon emarginatus Vogel (Fabaceae, Faboideae), with emphasis on secretory ducts Anais da ABC (AABC)
Paiva,Élder A.S.; Oliveira,Denise M.T.; Machado,Silvia R..
Discrepant and incomplete interpretations of fruits of Pterodon have been published, especially on the structural interpretation of the pericarp portion that remain attached to the seed upon dispersal. The present work clarified these doubts and analyzed ultrastructural aspects of the Pterodon emarginatus diaspores using light and transmission electron microscopes. Cell divisions are prevalent among the initial phases of development, and the subadaxial and adaxial meristems form the fibrous inner mesocarp and the endocarp composed of multi-seriate epidermis, respectively. At the median mesocarp, numerous secretory ducts differentiate between the lateral bundles, by lytic process. After lysis of the central cells and the formation of the lumen, the ducts...

Androgen Receptor Distribution, PAS and Alcyan Blue Reaction in the Vomeronasal Organ and the Nasal Septum Mucosa of the Developing Male Rat International Journal of Morphology
Núñez Chichet,M E; Genovese,P; Bielli,A.
The vomeronasal organ (VNO) is a tubular chemoreceptory organ which detects environmental pheromones and is essential for mammalian normal reproductive activity. A sensitive chemoreceptory neuroepithelium lines the concave VNO wall and the opposite, convex wall is lined by a seudostratified, receptor-free epithelium. The secretion of the Jacobson glands (JG) -tubuloacinary glands lying in the lamina propia of the VNO - is essential for pheromones contacting vomeronasal organ chemoreceptors. Tubuloacinary glands lying in the connective tissue of the nasal septum mucosa (Bowman glands), can be classified as ventral and dorsal, according to their location. Positivity to PAS and Alcyan blue reactions and androgen receptor immunolocalization was evaluated with...

Anticipatory Learning for Climate Change Adaptation and Resilience Ecology and Society
Tschakert, Petra; Department of Geography; Earth and Environmental Systems Institute (EESI), Pennsylvania State University; petra@psu.edu; Dietrich, Kathleen Ann; Department of Geography, Pennsylvania State University; kad984@psu.edu.
This paper is a methodological contribution to emerging debates on the role of learning, particularly forward-looking (anticipatory) learning, as a key element for adaptation and resilience in the context of climate change. First, we describe two major challenges: understanding adaptation as a process and recognizing the inadequacy of existing learning tools, with a specific focus on high poverty contexts and complex livelihood-vulnerability risks. Then, the article examines learning processes from a dynamic systems perspective, comparing theoretical aspects and conceptual advances in resilience thinking and action research/learning (AR/AL). Particular attention is paid to learning loops (cycles), critical reflection, spaces for learning, and power....

NAM,N.B.; HUY,N.P.; LUAN,V.Q.; TUNG,H.T.; NHUT,D.T..
ABSTRACT Wireless power transmission has been recently used to charge batteries in portable devices. This is the first study to combine this technology with light-emitting diodes (WPT-LP) for plant tissue culture application. We also present the comparison of the in vitro growth of chrysanthemum and strawberry plantlets under the new LED lighting system; LED - Uni-Pack (LP) system; LED tube and fluorescent light (FL). The results showed that fresh weight (1.42 g), dry weight (118.67 mg), plant height (5.68 cm), leaf area (3.59 cm2) and chlorophyll content (47.9 μg g-1) of chrysanthemum plantlets under the WPT-LP system were higher than those under FL and LED tube. Similar results were also recorded on the strawberry plantlets. Our results suggested that...
