Since January 1, 1997, the wholesale electricity market in the United States has been open to competition. To satisfy the reciprocity requirements imposed by the Federal Energy Regulatory Commission, Hydro-Quebec, a Canadian utility, made its transmission grid accessible to third parties. Under the current regulation, transmission losses are taken into account through a single, constant rate; location and time of use play no role. Hydro-Quebec generates most of its electricity from hydro resources. Long high-voltage power lines link production in the North to consumption centers in the South, where there are interconnections with neighboring areas. New methods have emerged for testing common-pool resource theory in large-scale environmental governance contexts. We aim to contribute to that scholarship by assessing the relevance of Elinor Ostrom’s design principles in the lower Mekong basin (LMB). The recent dam-building trend in the LMB has revealed a trade-off between hydropower development and the conservation of migratory fish species. The need to internalize or avoid the negative externalities of hydropower dam construction poses a new challenge to the LMB governance system and its main management body, the Mekong River Commission. ABSTRACT Fish reproduction in floodplain rivers is often linked to flow regime and with the inundation of floodplain habitats. However, in confined rivers, where floodplains are absent, the relation between reproduction and flow can in comparison be expected to be distinct. In this study, we describe the reproductive life-history of Hemiancistrus fuliginosus and Hypostomus isbrueckeri in a confined river and discuss its differences relative to floodplain loricariids and also the implications for effects of dam construction and flow regulation. We found the reproductive peak of both species occurred during lowering waters, just after maximum river flow, in contrast to floodplain species that tend to spawn during rising waters.
