CAP REFORM, WHEAT PRICE INSTABILITY AND PRODUCER WELFARE AgEcon
Thompson, Stanley R.; Gohout, Wolfgang.
We use a simple nonlinear commodity market model to illustrate the impact of recent reforms of the CAP on the variability of EU and world wheat prices. Second, within an expected utility framework we estimate the transfer and risk effects on producer welfare due to market liberalizing reforms. We found that wheat producers were over-compensated for the losses due to lower prices following the 1992 reforms. The transfer effect clearly dominated while the risk component was small. Further, we did not find producer incomes to be more unstable following to the 1992 CAP reforms.

PRICE LINKAGES IN THE INTERNATIONAL WHEAT MARKET AgEcon
Ghoshray, Atanu; Lloyd, Tim A..
This paper brings time series techniques to bear on the relationships between the prices of the principal types of wheat traded internationally. In all, the relationships between eleven wheat prices (categorised by wheat quality, harvest date and port of despatch) are scrutinised to uncover the structure of the wheat market implicit in the behaviour its prices reveal. The statistical evidence supports the notion of a highly integrated market that is segmented according to wheat strength-the principal determinant of end-use. Three segments are identified: a market for 'strong' (bread-making) wheat, another for 'weak' (confectionary products-making) wheat and a third for medium strength wheat suitable for unleavened breads and noodles. Whilst...

THE INFLUENCES OF EXPORT CONTROLS ON WHEAT MARKETS IN SERBIA DURING THE FOOD CRISIS 2007-2008 AgEcon
Djuric, Ivan; Glauben, Thomas; Goetz, Linde.
During the food crisis in 2007/2008 the government of Serbia restricted the export of wheat to ensure that wheat supply on the domestic market is sufficient thereby dampening the increase in consumer food prices. This study investigates the effects of the export restriction on the integration, equilibrium and stability of its domestic wheat market. Within the framework of a Markov-switching error correction model, we utilize weekly wheat grower prices of Serbia and world market prices and compare the state of the wheat market prevailing in the time period before the crisis to when the exports controls are effective. Our results suggest that although the degree of market integration and thus the long-run price elasticity do not change during the crisis, the...

Integração e transmissão de preços entre os mercados de trigo argentino e internacional AgEcon
Coronel, Daniel Arruda; Amorim, Airton Lopes; Sousa, Eliane Pinheiro de; Lima, Joao Eustaquio de.
The aim of this paper is to check if there is a relation between the wheat prices of the Argentinian and the International market, if these markets are integrated in space. For that, it was used as time reference the period from January, 1994 to April, 2009. Unit root tests, Granger causality, Johansen cointegration, estimation of the impulse response function, decomposition of error variation and estimation and analysis of the error correction model were used. The results indicated that variations in the international prices of wheat were almost completely transmitted for the run long. However, it is not possible to affirm that the Argentinian and the International markets are perfectly integrated even if they have a higher transmission of prices This is...

Impacts of Export Controls On Wheat Markets During the Food Crisis 2007/2008 in Russia and Ukraine AgEcon
Goetz, Linde; Glauben, Thomas; Brümmer, Bernhard.
This paper investigates the impacts of export controls in Russia and Ukraine on wheat world market price transmission during the 2007/2008 global food crisis. Russia and Ukraine aimed to reduce wheat exports induced by extraordinarily high world market prices to secure sufficient wheat supply on the domestic markets. Utilizing a Markov-Switching vector error correction model (MSVECM), we find that the temporary export restrictions induced negative effects on wheat markets in Russia and Ukraine. Although instability increased on the world markets itself, we have shown that the increase in the market instability was particularly pronounced in Russia and Ukraine. Also, the export restrictions dampened price transmission to the farmers’ prices, which pushed...

INFLUENCES OF THE GOVERNMENTAL MARKET INTERVENTIONS ON WHEAT MARKETS IN SERBIA DURING THE FOOD CRISIS 2007/2008 AgEcon
Djuric, Ivan; Goetz, Linde; Glauben, Thomas.
This paper analyzes how the market interventions of the Serbian government during the food crisis 2007/2008, inter alia a de facto export ban, have affected domestic wheat markets. Besides a comprehensive description of the crisis policy and its effects on the Serbian wheat market, we investigate how it influences the equilibrium and stability of the Serbian wheat market and its integration with the world market within a price transmission model. Applying a Markov-switching error correction model to weekly wheat grower prices in Serbia and world market prices, two states of the wheat market are identified. Our results suggest that although the long-run price elasticity did not change during the crisis, the market equilibrium was disrupted and the market...
