Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s. During this time agricultural and rural areas of Central and Eastern Europe have undergone profound structural changes with wide variations in the degree of transformation and in the rate of success in creating a competitive market and private ownership based food and agricultural system. Comparing different organizational, managerial and economic indicators of the farms in two selected regions the study investigates whether agroholdings perform better and thus can be regarded as a promising organizational model for Russian agriculture. A comparatively poor performance of agroholdings' members in both regions implies that this organisational form suffers from principal management problems hampering the move of agricultural production towards efficient trajectories. The study evaluates the effectiveness of a catastrophic drought-index insurance developed by applying two alternative methods - the standard regression analysis and the copula approach. Most empirical analyses obtain estimates of the dependence of crop yields on weather by employing linear regression. By doing so, they assume that the sensitivity of yields to weather remains constant over the whole distribution of the weather variable and can be captured by the effect of the weather index on the yield conditional mean. This discussion paper considers insurance as a possible instrument of farm income stabilization and compares several crop insurance products with respect to their applicability in a transition economy using the case of Kazakhstan. The analysis is based on a qualitative evaluation as well a quantitative assessment of selected insurance products. The qualitative analysis reviews the available literature on the topic. The quantitative assessment completes the comparison introducing the findings of a numerical analysis of farm and weather data. |

The paper evaluates the effectiveness of several index-based crop insurance schemes by comparing results from two alternative evaluation approaches. We apply the common ex post approach from the literature by specifying and evaluating insurance contracts by means of the data for the same historical period. We introduce an ex ante evaluation approach by distinguishing between two consecutive periods in the available time series: the first period is used for determining insurance parameters and optimal number of farmer’s insurance contracts; and the subsequent one is considered for the evaluation of the risk reduction due to the insurance contract defined as in the first period. We analyse area yield insurance contracts and weather index insurance contracts in terms of risk reduction for wheat farms in Kazakhstan over the period 1980-2002. We combine the common mean-variance approach with a stochastic dominance approach to ensure the consistency of the empirical results with expected utility theory. Results indicate (1) the need for combining both approaches, because for some insurance schemes, the mean-variance results of one-third of the farmers are not necessarily consistent with EU theory. This paper aims to contribute to a better understanding of possible causes of considerable production variability that characterised Russian agriculture during the last decade. The study investigates production risk and technical inefficiency as two sources that influence production variability. Using panel data from 1996 to 2001, an empirical analysis of 443 large agricultural enterprises from three regions in central, southern and Volga Russia is conducted. A production function specification accounting for the effect of inputs on both risk and technical inefficiency is found to describe production technologies of Russian farms more appropriately than the traditional stochastic frontier formulation. |

The study analyzes the investment behavior of Russian farms during the period of economic stabilization that followed the financial crisis of 1998. While the literature primarily uses accelerator and adjustment costs models to describe farms investment behavior in the context of transition countries, our study reveals that error-correction formulation of the investment equation is more suited to analyzing Russian farms investment patterns. Crop insurance products can improve and stabilize economic performance. However, due to insurance market imperfections, the use of insurance products often requires governmental support. This paper analyses the actual impact of insurance products on the economic performance of cropping farms by linking the economic performance model with the insurance demand model. For this analysis, a simultaneous equation system is solved. Our estimations show a negative impact of insurance on the economic performance indicators farm profit, labour productivity and land productivity. The analysis of the insurance demand side confirms financial limitations of many farms. |

Risk plays an important role in agricultural decision-making, particularly in those regions that are remarkably exposed to natural hazards and underdeveloped input and output markets. This is especially true for crop production in CIS countries where many farms have to deal with low liquidity and sharp continental climate at the same time. The discussion paper analyses the results of expert interviews, a workshop with key-informants and a farm survey which investigated production conditions, risk attitudes and risk management techniques with respect to the requirements of a functioning crop insurance system in Kazakhstan. |
