Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s. During this time agricultural and rural areas of Central and Eastern Europe have undergone profound structural changes with wide variations in the degree of transformation and in the rate of success in creating a competitive market and private ownership based food and agricultural system. By becoming member of the European Union the "transition" in its traditional interpretation has been concluded in ten of the Central East European countries. The transition to market based agriculture, however, is far from completion in Southern and Eastern Europe and especially in the CIS countries. International Association of Agricultural...

Agroholdings membership: does that make a difference in performance? AgEcon
Hockmann, Heinrich; Bokusheva, Raushan; Bezlepkina, Irina V..
Comparing different organizational, managerial and economic indicators of the farms in two selected regions the study investigates whether agroholdings perform better and thus can be regarded as a promising organizational model for Russian agriculture. A comparatively poor performance of agroholdings' members in both regions implies that this organisational form suffers from principal management problems hampering the move of agricultural production towards efficient trajectories. The insights regarding the selection of agroholdings' members, farm restructuring, marketing activities and performance cannot however be simply transferred to Russian agriculture in general. In both regions analyzed the establishing of agroholdings was strongly promoted by the...

Catastrophic crop insurance effectiveness: does it make a difference how yield losses are conditioned? AgEcon
Bokusheva, Raushan; Conradt, Sarah.
The study evaluates the effectiveness of a catastrophic drought-index insurance developed by applying two alternative methods - the standard regression analysis and the copula approach. Most empirical analyses obtain estimates of the dependence of crop yields on weather by employing linear regression. By doing so, they assume that the sensitivity of yields to weather remains constant over the whole distribution of the weather variable and can be captured by the effect of the weather index on the yield conditional mean. In our study we evaluate, whether the prediction of farm yield losses can be done more accurately by conditioning yields on extreme realisations of a weather index. Therefore, we model the dependence structure between yields and weather by...

Crop insurance market development in a transition economy: The case of Kazakhstan AgEcon
Heidelbach, Olaf; Bokusheva, Raushan.
We analyze the current state and future requirements of an agricultural income stabilization mechanism in a transition country – namely, the crop insurance system in Kazakhstan. Three objectives will be pursued: First, factors influencing the development of the crop insurance market will be identified. Second, insurance’s capabilities to efficiently stabilize income under transition circumstances will be evaluated. Finally, recommendations for developing crop insurance as an effective income stabilization tool will be provided. Results indicate that the prevailing institutional framework for establishing a sustainable crop insurance system is rather weak, and available insurance products are not preventing the problem of asymmetric information to a...

EX ANTE EVALUATION OF INDEX-BASED CROP INSURANCE EFFECTIVENESS AgEcon
Bokusheva, Raushan; Breustedt, Gunnar.
The paper evaluates the effectiveness of several index-based crop insurance schemes by comparing results from two alternative evaluation approaches. We apply the common ex post approach from the literature by specifying and evaluating insurance contracts by means of the data for the same historical period. We introduce an ex ante evaluation approach by distinguishing between two consecutive periods in the available time series: the first period is used for determining insurance parameters and optimal number of farmer’s insurance contracts; and the subsequent one is considered for the evaluation of the risk reduction due to the insurance contract defined as in the first period. Our empirical results based on the data for 40 grain producers in Kazakhstan...

Ex-ante evaluation of weather-based index insurance and area-yield insurance for reducing crop yield risk AgEcon
Bokusheva, Raushan; Breustedt, Gunnar; Heidelbach, Olaf.
The study introduces an ex-ante evaluation concept into the analysis of weather-based index insurance effectiveness. We conduct our ex ante analysis by distinguishing between two consecutive periods: the first period is used for determining insurance parameters and optimal number of insurance contracts for an arable farmer; and the subsequent one is considered for the evaluation of the risk reduction due to the insurance contract defined in the first period. The study also employs the common ex-post approach by specifying and evaluating insurance contracts by means of the same period. We compare the empirical results obtained from these alternative evaluation approaches and thus investigate the ability to forecast empirically insurance schemes risk...

Measurement and Comparison of Risk Reduction by Means of Farm Yield, Area Yield, and Weather Index Crop Insurance Schemes - The Case of Kazakhstani Wheat Farms AgEcon
Bokusheva, Raushan; Breustedt, Gunnar; Heidelbach, Olaf.
We analyse area yield insurance contracts and weather index insurance contracts in terms of risk reduction for wheat farms in Kazakhstan over the period 1980-2002. We combine the common mean-variance approach with a stochastic dominance approach to ensure the consistency of the empirical results with expected utility theory. Results indicate (1) the need for combining both approaches, because for some insurance schemes, the mean-variance results of one-third of the farmers are not necessarily consistent with EU theory. (2) Bootstrapping shows that an expected positive variance reduction is not statistically significant for up to one-third of the farms. Both results indicate that previous methods probably overestimate the effectiveness of crop yield and...

MODELLING FARMS' PRODUCTION DECISIONS UNDER EXPENDITURE CONSTRAINTS AgEcon
Bokusheva, Raushan; Kumbhakar, Subal C..
Limited budget for the purchase of variable inputs might adversely affect producer's input use decisions and might result in a non-optimal input usage. If expenditure constrains are present and binding, unconstrained profit-maximization is not valid for modelling producers' input use decisions. In this paper we apply the indirect production function approach which describes output maximization subject to a given technology, a set of quasi-fixed inputs and a given budget for the purchase of variable inputs. By employing the indirect production function in the stochastic frontier framework we can estimate producer's output loss due to both expenditure constraints and technical inefficiency. Our estimation results show that most of the study farms were...

Production Risk and Technical Inefficiency in Russian Agriculture AgEcon
Bokusheva, Raushan; Hockmann, Heinrich.
This paper aims to contribute to a better understanding of possible causes of considerable production variability that characterised Russian agriculture during the last decade. The study investigates production risk and technical inefficiency as two sources that influence production variability. Using panel data from 1996 to 2001, an empirical analysis of 443 large agricultural enterprises from three regions in central, southern and Volga Russia is conducted. A production function specification accounting for the effect of inputs on both risk and technical inefficiency is found to describe production technologies of Russian farms more appropriately than the traditional stochastic frontier formulation.

STUDYING INVESTMENT PATTERNS IN RUSSIAN AGRICULTURE AgEcon
Bokusheva, Raushan; Bezlepkina, Irina V.; Kupavych, Alexander.
The study analyzes the investment behavior of Russian farms during the period of economic stabilization that followed the financial crisis of 1998. While the literature primarily uses accelerator and adjustment costs models to describe farms’ investment behavior in the context of transition countries, our study reveals that error-correction formulation of the investment equation is more suited to analyzing Russian farms’ investment patterns. In addition, by distinguishing between different categories of farms, we reveal significant differences in the investment patterns, not only across farms both with and without access to external finance, but also across mature and newly-established farms, owner- and employee-managed farms, and farms with high and low...

The effect of environmental cross compliance regulations on Swiss farm productivity AgEcon
Bokusheva, Raushan; Kumbhakar, Subal C.; Lehmann, Bernard.
This paper analyzes the evolution of Swiss farm productivity during the implementation of environmental policy reforms. We employ a production model formulation with technology parameters defined as the functions of subsidies, as well as individual farm characteristics. Our estimates for two groups of farms – milk-producing and crop farms – show that introducing environmental regulations induced serious changes in the production technology and productivity of inputs, especially of land, labor and fertilizer. The overall effect of the subsidies on the production output has been found negative. At the same time, we find that farms do not use their resources optimally, which indicates some deficiencies in structural adjustments, primarily in the land and...

The Impact of Crop Insurance on the Economic Performance of Hungarian Cropping Farms AgEcon
Sporri, Martina; Baráth, Lajos; Bokusheva, Raushan; Ferto, Imre.
Crop insurance products can improve and stabilize economic performance. However, due to insurance market imperfections, the use of insurance products often requires governmental support. This paper analyses the actual impact of insurance products on the economic performance of cropping farms by linking the economic performance model with the insurance demand model. For this analysis, a simultaneous equation system is solved. Our estimations show a negative impact of insurance on the economic performance indicators farm profit, labour productivity and land productivity. The analysis of the insurance demand side confirms financial limitations of many farms.

Which type of crop insurance for Kazakhstan? -- Empirical Results AgEcon
Heidelbach, Olaf; Bokusheva, Raushan; Kussaiynov, Talgat.
Risk plays an important role in agricultural decision-making, particularly in those regions that are remarkably exposed to natural hazards and underdeveloped input and output markets. This is especially true for crop production in CIS countries where many farms have to deal with low liquidity and sharp continental climate at the same time. The discussion paper analyses the results of expert interviews, a workshop with key-informants and a farm survey which investigated production conditions, risk attitudes and risk management techniques with respect to the requirements of a functioning crop insurance system in Kazakhstan.

Yield trend estimation in the presence of non-constant technological change and weather effects AgEcon
Conradt, Sarah; Bokusheva, Raushan; Finger, Robert; Kussaiynov, Talgat.
The application of yield time series in risk analysis prerequisites the estimation of technological trend which might be present in the data. In this paper, we show that in presence of highly volatile yield time series and non-constant technology, the consideration of the weather effect in the trend equation can seriously improve trend estimation results. We used ordinary least squares (OLS) and MM, a robust estimator. Our empirical analysis is based on weather data as well as farm-level and county-level yield data for a sample of grain-producing farms in Kazakhstan.
