We empirically analyse the determinants of cash rent levels for agricultural land in Lower Saxony, Germany. We are the first to apply a spatial econometrics approach that accounts for two types of spatial dependence simultaneously to cash rent data at the farm-level. Our empirical results underline the usefulness of such an approach. Farm characteristics which serve as a proxy for the marginal value of rented acreage for the tenant as well as variables which represent local competition on the land market are significant. Der vorliegende Artikel untersucht die Effizienz unterschiedlicher Ausgestaltungen von Auktionen zur Auswahl von Landwirten an Umweltprogrammen mittels eines ökonomischen Experimentes. Es wird eine Preisauktion, bei der die Leistung des Landwirts fixiert ist und er ein monetäres Mindestgebot für ein Teilnahmeentgelt abgeben soll, mit zwei unterschiedlichen Mengenauktionen verglichen, bei denen die Entgeltzahlung für den Landwirt fixiert ist und er aus unterschiedlichen Maßnahmen mit unterschiedlicher Leistung ein Angebotsbündel zusammenstellen soll. The paper evaluates the effectiveness of several index-based crop insurance schemes by comparing results from two alternative evaluation approaches. We apply the common ex post approach from the literature by specifying and evaluating insurance contracts by means of the data for the same historical period. We introduce an ex ante evaluation approach by distinguishing between two consecutive periods in the available time series: the first period is used for determining insurance parameters and optimal number of farmer’s insurance contracts; and the subsequent one is considered for the evaluation of the risk reduction due to the insurance contract defined as in the first period. This paper analyses theoretically the consequences of decoupling and argues for a wider discussion among agricultural economists and the public. Quantitative work on forecasting the consequences seems to be problematic in general. We analyse area yield insurance contracts and weather index insurance contracts in terms of risk reduction for wheat farms in Kazakhstan over the period 1980-2002. We combine the common mean-variance approach with a stochastic dominance approach to ensure the consistency of the empirical results with expected utility theory. Results indicate (1) the need for combining both approaches, because for some insurance schemes, the mean-variance results of one-third of the farmers are not necessarily consistent with EU theory. Insuring against crop yield risk is an important task in rural microfinance because such an insurance may improve access to capital for smallholders by substituting for collaterals. However, agricultural crop yield risk is even hard to mitigate in developed countries due to problems of asymmetric information. In this paper we investigate theoretically and empirically whether special institutional rules in Mexican mutual crop insurance groups, called Fondos, can reduce problems of moral hazard.
