A stochastic viability approach to ecosystem-based fisheries management ArchiMer
Doyen, Luc; Thebaud, Olivier; Bene, Christopher; Martinet, V.; Gourguet, S.; Bertignac, Michel; Fifas, Spyros; Blanchard, Fabian.
Academia and management agencies show a growing interest for ecosystem-based fishery management (EBFM). However, the way to operationalize this approach remains challenging. The present paper illustrates how the concepts of stochastic co-viability, which accounts for dynamic complexities, uncertainties, risk and sustainability constraints, can be useful for the implementation of EBFM. In the present case, this concept is used to identify fishing strategies that satisfy both ecological conservation and economic sustainability in a multi-species, multi-fleet context. Economic Viability Analysis (EVA) and the broader Co-Viability Analysis (CVA), are proposed to expand the usual Population Viability Analysis (PVA) and precautionary approach. An illustration is...

Climate warming vs ecological competition for marine tropical biodiversity and fisheries ArchiMer
Gomes, Helene; Kersulec, Coralie; Doyen, Luc; Blanchard, Fabian; Cisse, Abdoul; Sanz, Nicolas.
Marine ecosystems, biodiversity and fisheries are under pressure worldwide because of global changes including climate warming and demographic pressure. In that regard, many scientists and stakeholders advocate the use of an ecosystem approach for fisheries integrating the numerous ecological and economic complexities at play, instead of focusing on the management of isolated target species. However, the way to operationalize such an ecosystem approach remains challenging, especially from the bioeconomic viewpoint. To achieve this, here we propose a model of intermediate complexity (MICE) relying on multi-species and multi-fleets dynamics. The model also takes into account climate change through a model of envelope for the biological growth of the fish...

Comment la stratégie MMEY atténue les effets bio-économiques du changement climatique dans les pêcheries mixtes ArchiMer
Lagarde, Adrien; Ahad-cisse, Abdoul; Gourguet, Sophie; Le Pape, Olivier; Thebaud, Olivier; Caill-milly, Nathalie; Morandeau, Gilles; Macher, Claire; Doyen, Luc.
This paper examines the effect of climate warming on the bio-economic performance of Bay of Biscay mixed fisheries and provides insights into the best management strategy for coping with global warming. To achieve this, a dynamic multi-species, multi-class, multi-fleets model is developed and calibrated using biological and environmental ICES and IPCC data. Fishing and economic data have been collected within the European DCF. The climate represented by the Sea Surface temperature is assumed to affect species recruitment. Three management strategies are then compared in terms of bio-economic outcomes: Status-Quo (SQ), Multi-species Maximum Sustainable Yield (MMSY), Multispecies Maximum Economic Yield (MMEY). Strategies are ranked with respect to two...

Ecological-economic modelling for the sustainable management of biodiversity ArchiMer
Doyen, Luc; Cisse, Abdoul; Gourguet, Sophie; Mouysset, L.; Hardy, Pierre-yves; Bene, Christophe; Blanchard, Fabian; Jiguet, Frederic; Pereau, J.-c.; Thebaud, Olivier.
Terrestrial and marine biodiversity provides the basis for both ecosystems functioning and numerous commodities or services that underpin human well-being. From several decades, alarming trends have been reported worldwide for both biodiversity and ecosystem services. Therefore the sustainable management of biodiversity requires a double viewpoint balancing ecological conservation with the welfare of human societies. Understanding the underlying trade-offs, synergies and interactions imposes the development of interdisciplinary researches and methods. In that respect, bio-economic or ecological economic modeling is likely to play a major role. The present paper intends to elicit the key features, strengths and challenges of bio-economic approaches...

Reconciling food security, economic development and biodiversity conservation is a key challenge, especially in the face of the demographic transition characterizing many countries in the world. Fisheries and marine ecosystems constitute a difficult application of this bio-economic challenge. Many experts and scientists advocate an ecosystem approach to manage marine socio-ecosystems for their sustainability and resilience. However, the ways by which to operationalize ecosystem-based fisheries management (EBFM) remain poorly specified. We propose a specific methodological framework-viability modelling-to do so. We show how viability modelling can be applied using four contrasted case-studies: two small-scale fisheries in South America and Pacific and two...

Is a management framework based on spawning-stock biomass indicators sustainable ? A viability approach ArchiMer
De Lara, Michel; Doyen, Luc; Guilbaud, Therese; Rochet, Marie-joelle.
Fisheries management agencies have to drive resources on sustainable paths, i.e. within defined boundaries for an indefinite time. The viable-control approach is proposed as a relevant method to deal with sustainability. We analyse the ICES precautionary approach (PA) by means of the notion of viability domain, and provide a mathematical test for sustainability. It is found that the PA based on spawning-stock biomass (SSB) and fishing mortality (F) indicators is sustainable only when recruits make a significant contribution to SSB. In this case, advice based upon SSB, with an appropriate reference point, is sufficient to ensure sustainability. In all other cases, SSB is not a sufficient metric of stock productivity and must be complemented with other...

Managing mixed fisheries for bio-economic viability ArchiMer
Gourguet, Sophie; Macher, Claire; Doyen, Luc; Thebaud, Olivier; Bertignac, Michel; Guyader, Olivier.
Management of fisheries for sustainability requires dealing with multiple and often conflicting objectives. A stochastic viability approach is proposed to address the trade-offs associated with balancing ecological, economic and social objectives in regulating mixed fisheries, taking into account the complexity and uncertainty of the dynamic interactions which characterize such fisheries. We focus on the demersal fishery in the Bay of Biscay and more specifically on the fleets harvesting Norway Lobster (Nephrops norvegicus), Hake (Merluccius merluccius) and Sole (Solea solea). A bio-economic multi-species and multi-fleet model with technical interactions is developed to examine the trade-offs between preserving Spawning Stock Biomass (SSB) of every species...

Maximum Economic Yield Fishery Management in the Face of Global Warming ArchiMer
Diop, Bassirou; Sanz, Nicolas; Junior Duplan, Yves Jamont; Guene, El Hadji Mama; Blanchard, Fabian; Pereau, Jean-christophe; Doyen, Luc.
This paper deals with fishery management in the face of the ecological and economic effects of global warming. To achieve this, a dynamic bioeconomic model and model-based scenarios are considered, in which the stock's growth function depends on the sea surface temperature. The model is empirically calibrated for the French Guiana shrimp fishery using time series collected over the period 1993–2009. Three fishing effort strategies are then compared under two contrasted IPCC climate scenarios (RCP 8.5 and RCP 2.6). A first harvesting strategy maintains the Status Quo in terms of fishing effort. A more ecologically-oriented strategy based on the closure of the fishery is also considered. A third strategy, which relates to Maximum Economic Yield (MEY), is...

Monotonicity properties for the viable control of discrete-time systems ArchiMer
De Lara, Michel; Doyen, Luc; Guilbaud, Therese; Rochet, Marie-joelle.
This paper deals with the control of nonlinear systems in the presence of state and control constraints for discrete-time dynamics in finite-dimensional spaces. The viability kernel is known to play a basic role for the analysis of such problems and the design of viable control feedbacks. Unfortunately, this kernel may display very nonregular geometry and its computation is not an easy task in general. In the present paper, we show how monotonicity properties of both dynamics and constraints allow for relevant analytical upper and lower approximations of the viability kernel through weakly and strongly invariant sets. An example on fish harvesting management illustrates some of the assertions.

Multiple management objectives within a mixed prawn fishery : which win-win-win situations? ArchiMer
Gourguet, Sophie; Thebaud, Olivier; Jennings, Sarah; Little, Rich; Dichmont, Cathy; Pascoe, Sean; Doyen, Luc.
Fisheries management must address multiple, often conflicting objectives in a highly uncertain context. While the bio-economic performance of trawl fisheries faces high levels of biological and economic uncertainty, the impact of trawling on broader biodiversity is also a major concern for their management. The purpose of this study is to propose a model-based framework to formally assess the trade-offs associated with balancing biological, economic and non-target species conservation objectives in a mixed fishery. This framework is applied to the Australian Northern Prawn Fishery (NPF). We apply a stochastic co-viability framework of analysis to a multi-species bio-economic model of the NPF considering multiple management objectives. In particular, we...

Viability trade-offs in the evaluation of strategies to manage recreational fishing in a marine park ArchiMer
Thébaud, Olivier; Ellis, Nick; Little, L. Richard; Doyen, Luc; Marriott, Ross J..
Management strategy evaluation (MSE) is an analytical process used to evaluate alternative strategies for the management of renewable resource systems against explicitly stated objectives using a dynamic simulation framework. A key pre-requisite of MSE involves turning broad conceptual objectives into quantifiable and measurable operational objectives, against which the performance of management strategies can be assessed in simulations. However, given the large uncertainty typical of many renewable resource management problems and the potential diversity of stakeholder interests and needs, specification of operational management objectives for MSE often proves a challenge. In this article, a new approach to the evaluation of multidimensional outputs from...
