The ocean plays a vital role in the global climate system and biosphere, providing crucial resources for humanity including water, food, energy, and raw materials. In the past two decades, the Argo Program has collected, processed, and distributed over two million vertical profiles of temperature and salinity from the upper two kilometers of the global ocean. A similar number of subsurface velocity observations near 1,000 dbar have also been collected. This paper recounts the history of the global Argo Program, from its aspiration arising out of the World Ocean Circulation Experiment, to the development and implementation of its instrumentation and telecommunication systems, and the various technical problems encountered. The Global Ocean Data Assimilation Experiment (GODAE [http://www.godae.org]) has spanned a decade of rapid technological development. The ever-increasing volume and diversity of oceanographic data produced by in situ instruments, remote-sensing platforms, and computer simulations have driven the development of a number of innovative technologies that are essential for connecting scientists with the data that they need. Within the H2020 AtlantOS project, WP7 has designed and started to set up an integrated data system that harmonizes work flows, data processing and distribution across in-situ observing network systems, and integrates in-situ observations into existing European and international data infrastructures, named Integrators (e.g. Copernicus INS TAC, SeaDataNet NODCs, EMODnet, EurOBIS, GEOSS). The Mediterranean community represented in this paper is the result of more than 30 years of EU and nationally funded coordination, which has led to key contributions in science concepts and operational initiatives. The seven French agencies concerned by ocean research are developing together a strong capability in operational oceanography based on a triad including satellite altimetry (JASON), numerical modelling with assimilation (MERCATOR), and in-situ data (CORIOLIS). Data assembly and processing centers are essential elements of the operational oceanography infrastructure. They provide data and products needed by modeling and data assimilation systems; they also provide products directly usable for applications. AtlantOS WP7 is dedicated to improve harmonization of data management procedures, and thereby improve the quality, interoperability and discoverability of data resources in AtlantOS.
