| Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s. During this time agricultural and rural areas of Central and Eastern Europe have undergone profound structural changes with wide variations in the degree of transformation and in the rate of success in creating a competitive market and private ownership based food and agricultural system. | Commodity value chains have undergone tremendous changes in the past decades. Private traders, retailers and food processing companies increasingly contract with farms and rural households to whom they provide inputs and services in return for guaranteed and quality supplies. However, due to a variety of market imperfections and poor public institutions, farmers in developing and transition countries face major constraints in realizing high-quality, consistent supplies. | The governance of food markets is a crucial element for efficiency and distributional effects. In this paper, we use a conceptual model to show that this governance itself is endogenous in an environment of weak contract enforcement and imperfect markets, and importantly depends on the value in the chain. We relate the predictions of the theory to empirical evidence on differences in supply chain governance in Africa across different commodity types. In doing so we offer an explanation as why private sector governance systems with interlinked market transactions have emerged for higher value crops but not for staple food crops. We discuss the efficiency and equity effects and the implications for policy. |

| Food quality has become an important determinant of success in global food trade and growers for international markets have to continuously adjust to buyers’ requirements. It is however not clear to what extent there is a demand for food quality - and how much buyers are willing to pay for it - in the domestic food markets of developing economies. Based on unique price and trader data from domestic food markets in a poor country in Africa (Madagascar) and an emerging economy in Asia (India), we compare quality and quality’s pricing. | The cotton sector has been amongst the most regulated in Africa, and still is to a large extent in West and Central Africa (WCA), despite repeated reform recommendations by international donors. On the other hand, orthodox reforms in East and Southern Africa (ESA) have not always yielded the expected results. This paper uses a stylized contracting model to investigate the link between market structure and equity and efficiency in sub-Saharan cotton sectors and analyze the potential consequences of orthodox reforms in WCA. We argue that the level of the world price and of government intervention, the degree of post-reform competition, as well as the degree of parastatal inefficiency, all contribute to making reforms less attractive (but not less pressing)... |

| Relying on data from a unique survey, we study the wholesale market activities of agricultural brokers in India. Three main findings emerge. First, most transactions on these wholesale markets are small cash-and-carry transactions with physical handling, quality and quantity assessment, and financial settlements all combined in a single transaction. Second, marketing regulations are ineffective as most brokers charge rates that significantly exceed the prescribed ones. Third, a majority of farmers self-select in long-term relationships with brokers, most often based on their perceived market performance.
