EUROMED AGREEMENTS AND AGRICULTURAL TRADE ISSUES AgEcon

An updated picture of EuroMed agreements is provided, focusing on preferential treatment in agro-food trade and identifying major EU's commodities and countries to be affected. EU-SEMC agro-food trade is analysed using a set of indicators, such as indexes of trade specialisation, similarity and complementarity. The findings show that preferential agro-food liberalisation between EU and SEMC is still weak and only partially capable to meet both the goals stated by the EuroMed Partnership and EU's aim to strengthen its Mediterranean ties. SEMC show the highest export specialisation indexes for fruit and vegetables, oils and fats, flowers; for the EU the highest values are shown for fibre crop, cereals, live animals. The set of policy tools that the EU puts under the heading of Rural Development is extremely heterogeneous and brings out the need to discuss the actual consistency of such tools with the EU position on NTCs in WTO negotiations. Examined in the present work are the Rural Development Plans (RDPs) and the Regional Operational Programmes (ROPs) recently approved by the European Commission for the Italian Regions. The Effects of Alternative Proposals for Agricultural Export Subsidies in the Current WTO Round AgEcon

The article is aimed at assessing the impact of reducing and/or eliminating EU export subsidies within the next WTO round. The Global Trade Analysis Project (GTAP) model and database are employed to study the effects of the two main proposals put forward on this matter by the EU and the U.S. Results of the simulations confirm the common knowledge that the elimination of EU export subsidies would bring about increases in prices, exports and production for several net exporters of agricultural products. At the same time, such effects are all relatively small in size, particularly the effects on trade, production and welfare, even under the more radical scenario that simulates the elimination of export subsidies. Based on the comprehensive Impact assessment of potential changes to the CAP that accompanied the HC legal proposals tabled by the Commission on 20th May 2008, this paper focuses on the impact analysis of options for adjustment of the Single Payment Scheme. It is put in evidence the distributional implications of the current SPS models as well as the link between the payment distribution with structural variables. Open issues that lead to the need of adjusting the system are also presented. The economic impact of alternative options are analysed based on Eurostat, audit, and microeconomic data.
