Like most developing countries, Uganda faces serious fiscal challenges in her effort to mobilize and effectively use resources for poverty reduction. however, the tax base remains small as reflected in the low tax-to-GDP. the government is under internal and external pressure to increase its domestic revenue collection and i turn, reduce its dependency on donors. Aid allocation effects on growth and poverty: A CGE framework AgEcon

It has been argues that increased aid causes Dutch disease as a result of appreciation of the exchange rate which reduces the competitiveness of the country's exports. In this paper, we argue that if the aid is used productively, there are both short and long term gains. Applying a recursive dynamic general equilibrium model on Uganda, we find that while the currency appreciates and some exports decline, the overall impact on growth outweighs the losses in competitiveness. In addition, it aid is used productively, poverty would be substantially reduced as long as the aid increase is sustained.

Gender and incidence of indirect taxation: Evidence from Uganda AgEcon

Since the 1990's, Uganda system has undergone various reforms. However, both tax policies and reforms have been formulated without clearly indication the channels through which gender impacts on these policies/reforms. Using the national household survey of 2005/06, this paper provided insight into how tax policies and reforms on indirect taxes impact differently on women and men. The incidence rate of tax gender-based household typologies controlled by expenditure quintile brings out interesting findings. The incidence rate of indirect tax is significantly greater on households headed by male compared to their female counterparts regardless of income level. the paper examines the gender dimensions of personal income tax (PIT) in Uganda with an eye on the possible gender biases that may be embedded in the tax system. It further addresses the issues of Uganda achievement of substantive gender equality rather than formal equality as regards the impact of taxes from a gender perspective. This is in line with Convention on the elimination of all forms of discrimination against all people as if they are the same and synonymous with equality of opportunity... we find that PIT paid by different household earning types increases gender inequality. The analysis of money demand for Uganda (1986:1-2003:4) AgEcon

The paper presents an empirical analysis of money demand in Uganda over the period 1986:1-2003:4. Two definition of money were used and tests for co-integration between the monetary aggregates and real money balance were carried out. The empirical results show that income is positively related to money demand while exchange rate, inflation and interest rates have a negative impact on money demand and there is a degree of substitution from non-interest to interest bearing financial assets and holding of foreign currency. the money demand functions remained stables for the entire period, as confirmed by the chow tests.
