An assessment of Trinidad and Tobago's Marine Surveillance Capability for protecting the Marine Environment and its Resources OceanDocs
Rambath-Parasram, V..
Trinidad and Tobago has declared various maritime zones consistent with the provisions of the 1982 United Nations Convention on the Law of the Sea. The uses of these zones are extensive ranging from trade-related to recreational activities. Monitoring such a wide range of users is a challenge for many States and requires a comprehensive regulatory regime capable of empowering the relevant authorities with the means for its effective implementation. While the domestic legal and institutional framework governing marine environmental protection and conservation lags far behind that of the international arena, thereby rendering many of the applicable international laws non-operational, there are various institutions that are involved in protecting and...

China’s water pricing reforms for irrigation: effectiveness and impact AgEcon
Liao, Yongsong; Gao, Zhanyi; Bao, Ziyun; Huang, Qingwen; Feng, Guangzhi; Xu, Di; Cai, Jiabin; Han, Huijing; Wu, Weifeng.
Irrigation occupies a central position in China’s crop production. However, due to low per capita water resources, much worse, unevenly distributed over regions and time and the rapid increase of water diversions to non-irrigation sectors, irrigation water shortages have become a very serious problem. Without the adoption of effective measures this problem may even threaten China’s food security. Currently, irrigation efficiency is very low in general, irrigation water prices cannot fully recover water supply costs, and irrigation facilities are aging due to the lack of funding for O&M (operation & maintenance). Since water prices are regulated by the government, and not determined by the market, water prices did not work effectively in water...

Institutional perspectives of land reclamation operations in Punjab: A case study of the Lower Chenab Canal (East) Circle Area AgEcon
Bandaragoda, Don Jayatissa; Rehman, Saeed ur.
The Directorate of Land Reclamation (DLR), which was set up in 1945, is a special unit of Punjab's Irrigation and Power Department for undertaking research and field operations to combat the problem of salinity. Approaching the end of five decades of existence, the directorate is yet to demonstrate its effectiveness in its assigned task; its inability to fully cope with the conditions of a fast changing irrigation environment makes this rather an illusive goal. In the selection of lands for reclamation, the Directorate is heavily dependent on the visual salinity survey (Thur Girdawari) carried out every year by the Irrigation Department's field staff. This visual survey appears to be a quick and cost-effective method of assessing surface salinity, but...

Robbing Yadullah’s water to irrigate Saeid’s garden: hydrology and water rights in a village of Central Iran AgEcon
Molle, Francois; Mamanpoush, Alireza; Miranzadeh, Mokhtar.
This report provides a case study from the province of Esfahan, in central Iran, describing the struggle of a village to secure the water resources without which local agriculture, and altogether life in the village, would be impossible. It illustrates the endless ingenuity of farmers in their quest for water, how land and water rights have developed, how various legal repertoires may conflict with one another, and how the intervention of the state transformed the wider hydrological cycle of the valley and affected the delicate equilibrium between population and resources that had prevailed until then. The report estimates the costs of accessing one cubic meter from each of these different sources and shows how political interventions or drought mitigation...
