Agricultural Production Organization in Transition Economies and the Role of Human Capital: Evidence from Romania AgEcon

This paper examines the production mode choices of rural households with an emphasis on the role of human capital in the agricultural transformation process. Farm restructuring in Central and Eastern Europe has resulted in a broad range of farm types, such as co-operatives, partnerships, individual farms and combinations of those. An assessment of the impact of possible CAP reform scenarios on Romanian agriculture AgEcon

Using a simplified model, with key-variable the prices of two different possible scenarios of CAP reform after 2013 (moderate and radical), this paper present a comparison between the price effects of implementation of each reform scenario at 2015 horizon on Romanian agriculture. This short analysis shows that, under the presented hypotheses, the net welfare effect, due to the price changes, for the selected products, is positive in both reform scenarios, yet greater in the case of the radical reform. In Romania, farm restructuring is an ongoing process, largely conditioned by the legal framework that accompanied the land reform during the transition period. After 1990, Romanian agriculture experienced critical shifts in farming structures, reflected also in the production ones. While arable land represents 63% of the UAA, a restrictive production factor in developing a competitive agriculture resides in the fact that 61.7% of total arable land is utilized in excessively fragmented family farms – 14303 thousands plots. This research aims at shedding empirical light on the relative efficiency of small-scale maize producers in Romania. Farmers in transition countries still face heavily distorted price systems resulting from imperfect market conditions and socioeconomic and institutional constraints. To capture such distortions we formulate a stochastic shadow-cost frontier model to investigate the systematic input-specific allocative inefficiency. Distributional Impacts of CAP Adoption on Romanian Households AgEcon

This paper focuses on estimation of distributional economic welfare effects of the adoption of the CAP on different groups of Romanian households. The calculations of welfare effects are based on 1999 household data and refer to a 10-fold breakdown of Romanian households, i.e. five socio-economic categories from urban and rural areas, taking into account own (home) production of food. To identify the most vulnerable groups of Romanian consumers to food price changes, the Slutsky approximation Compensating Variation approach is applied. The programme is characterized by a participatory and bottom-up approach, public-private partnerships, multi-sectoral regional development strategies and innovation. From small farming to rural, non-agricultural work in Romania: an evaluation on 3 measures of the rural development programme AgEcon

Romanian rural areas contain the highest level of agricultural workers in the European Union, resulting in the challenge of stimulating non-agricultural employment. This paper uses the methodology of policy evaluation to analyse the influence of 3 measures the CAP. From an objectives tree to reveal the objectives of the programme to statistical analysis and field surveys, we analysed the pertinence, the coherence and the first results of those schemes. It was found that the targeted population was under estimated for one of the semi-subsistence schemes. In Romania’s farming sector are currently working 3.6 million people, representing 32.1% of the total country’s labour force. Yet, they contribute by only 8.5% to total GDP (2005). Besides the sectoral restructuring efforts, there are at present social problems that have to be solved up, namely the diminution of the huge agricultural labour force and the improvement of life quality in the rural areas. The importance of completing the tasks that remained uncompleted during the transition period, namely the privatization of land still in state ownership, competitiveness improvement, development of a market-compatible institutional framework became a pressing need at present, in spite of the many difficulties.

Social learning in collaborative settings can play an important role in reducing water management problems. In this paper we analyze the nature and effects of these learning processes in an international collaborative setting. We assert that social interactions contribute to substantive and relational learning, which involves changes in the motivations, cognitions and resources of individual actors. In addition, interactions may contribute to social learning, which is the case when actors develop collective outcomes on which further collaboration can be based. This paper presents some results of a two-year (2006-2007) research project supported by the French Ministry of Research’s funding program ECONET. One of the project’s objectives was to investigate the determinants of farm technical efficiency in New Member States before and after accession to the European Union, and in particular the role of public subsidies on this performance variable. Four countries were considered: Hungary, the Czech Republic and Slovenia, who acceded to the EU in 2004, and Romania, whose accession was in 2007.
