Analysis of the process of Introducing Euro in New Member States: Defining Lessons for Croatia case Study: Slovenia AgEcon
Drinkovic, Marina.
On 1 May 2004, EU made a historical enlargement by expanding from 15 to 25 members, and with another enlargement in 2007, EU is now a union of 27 member states. Following the new member states accession to the EU the next challenge for them is joining European Monetary Union and introducing the euro as a national legal currency. This thesis concentrated on the analysis on how the new member states handle the process of joining the Euro-zone with the main objective to examine whether there are any possible lessons that Croatia can apply to its EMU integration path. The thesis is mainly focused on analysing the Slovenian EMU integration process, as this member state has been identified by the Croatian Authorities and Croatian National Bank as the one whose...

Analysis of Vocational and Residential Preferences of Rural Population: Application of an Experimental Technique to Rural Slovenia AgEcon
Zanni, Alberto M.; Davidova, Sophia; Bailey, Alastair.
This study represents the first application of Choice Experiments to the analysis of the monetary and non-pecuniary determinants of vocational choice and spatial labor supply. It identifies the determinants of individual’s choice of jobs and place of residence, and provides a better understanding of the process of rural labor adjustments in a country in transition, Slovenia. The results indicate that the effect of wages, as the main factor influencing employment choice, is counterbalanced by other determinants affecting working conditions and residence. A considerable degree of immobility in terms of migration and commuting has been revealed. As a result, a rapid urbanisation process is unlikely to happen in the near future, according to individuals’...

Croatia's EU accession: socio-economic assessment of farm households and policy recommendations AgEcon
Mollers, Judith; Zier, Patrick; Frohberg, Klaus; Buchenrieder, Gertrud; Bojnec, Stefan.
Croatia is very close to meeting the requirements necessary for becoming a member of the European Union (EU). On February 6, 2008, the European Enlargement Commissioner Olli Rehn said that accession negotiations with Croatia are moving ahead well. As in all new member states (NMS), the agricultural sector and food processing chain are core issues within the negotiation process. Successful negotiation requires intimate knowledge of the issue at hand, including the socio-economic situation and the fears and strategies of the stakeholders, particularly small-scale farmers. This report attempts to close some of these knowledge gaps by reviewing Croatia’s rural development dynamics and farm structures, as well as agricultural and rural policies. Based on an...

Determinants of purchasing behaviour for organic and integrated fruits and vegetables in Slovenia AgEcon
Kuhar, Ales; Juvancic, Luka.
A country-vide survey related to purchasing behaviour of organic and integrated fruit and vegetables has been prepared for Slovenia. An ordered probit model of consumer choice was developed on the basis of survey results to quantify various determinants of purchase frequency for organically and integrally produced fruit and vegetables. Results show that purchase of analysed produce is most significantly influenced by their availability in retail outlets, followed by consumers’ income, health and environmental considerations, and visual attractiveness of products. Demand for organically and integrally produced fruit and vegetables could be further stimulated by targeted knowledge and awareness raising actions.

HUMAN CAPITAL AND LABOR FLOWS OUT OF THE AGRICULTURAL SECTOR: EVIDENCE FROM SLOVENIA AgEcon
Bojnec, Stefan; Dries, Liesbeth; Swinnen, Johan F.M..
This paper analyses of determinants of agricultural labor flows and the role of human capital in this process on the basis of the Slovenian Labor Force Surveys for the years 1993 to 1999. The household heads living in larger households, having a larger farm size, and working full-time (more hours per week) in permanent jobs are more likely to stay in agricultural employment. The empirical evidence clearly suggests that human capital plays a crucial role for labor mobility and labor adjustment. Young, female and educated individuals are more likely to enter into employment in non-agricultural, particularly service activities. There are remarkable circular flows of elderly and less educated persons between being employed in agriculture, unemployment and...

Impact of Off-farm Income on Farm Efficiency in Slovenia AgEcon
Bojnec, Stefan; Ferto, Imre.
The paper investigates the impact of off-farm income on farm technical efficiency for the Slovenian Farm Accountancy Data Network farms in the years 2004-2008. Farm stochastic frontier time-varying decay inefficiency is positively associated with total utilised agricultural areas and total labour input, and vice versa with intermediate consumption and fixed assets. We find a positive association between farm technical efficiency and the off-farm income. Farm technical efficiency has increased steadily over time, the process, which was led by the off-farm spill over effect and most efficient farms. Farm technical efficiency is also positively associated with economic farm size, while association with subsidies is mixed depending on the estimation procedure....

Impact of public subsidies on farms’ technical efficiency in New Member States before and after EU accession AgEcon
Latruffe, Laure; Bakucs, Lajos Zoltan; Bojnec, Stefan; Ferto, Imre; Fogarasi, Jozsef; Gavrilescu, Camelia; Jelinek, Ladislav; Luca, Lucian; Medonos, Tomas; Toma, Camelia.
This paper presents some results of a two-year (2006-2007) research project supported by the French Ministry of Research’s funding program ECONET. One of the project’s objectives was to investigate the determinants of farm technical efficiency in New Member States before and after accession to the European Union, and in particular the role of public subsidies on this performance variable. Four countries were considered: Hungary, the Czech Republic and Slovenia, who acceded to the EU in 2004, and Romania, whose accession was in 2007. The study found that subsidies had a negative impact on farm technical efficiency in Hungary over the period 2001-2005, in the Czech dairy corporate sector over the period 2000-2004, in Slovenia over the period 1994-2003, and...

Income Situation of Agricultural Households in Slovenia after EU Accession: Impacts of Different Direct Payments Policy Options AgEcon
Kozar, Maja; Kavcic, Stane; Erjavec, Emil.
Paper investigates income effects of different direct payments policy options after the accession of Slovenia to the EU by application of a static deterministic total income model for rural households in Slovenia (TIM). Model is based on actual income data of 120 agricultural households in Slovenia. With respect to pre-accession baseline situation and accession agreement, income situation of analyzed households is likely to improve under all analyzed policy scenarios. Estimated benefits are highest in case of standard direct payments scheme, followed by basic flat-rate area payment option (entirely decoupled). Model results reveal also that policy reform will have redistributive impacts in favour of agricultural households engaged in extensive agricultural...

Prevalence of key developments in trade of agro-food in the new member states of the European Union AgEcon
Bojnec, Stefan; Majkovic, Darja; Turk, Jernej.
The ten new member states (NMS- 10) of the European Union (EU) have contributed to an enhancement in agro- food trade among cur rent EU- 25 members. Intra- industry trade (IIT) represents only minor part of NMS- 10 trade in agro- food products. Their trade in agro- food products is specialised to different countries in terms of economic distance, factor endowments and/or degree of competitiveness of their agro- food sectors. The borderless EU markets are likely to influence the increase of IIT with implications for the EU trade policy, since more than one- third of agro- food trade in the current EU- 25 members is represented by NMS- 10.

Promotion of renewable sources of energy from rural areas AgEcon
Bojnec, Stefan; Papler, Drago.
This paper investigates the question of promotion of more efficient use of energy and for an increase in supply and use of energy from the renewable sources of energy in rural areas. The empirical research is based on the analysis of the survey evidence that is obtained by the written questionnaire. The 516 in-depth surveys were conducted among the scholars, students, and employees from social sciences, natural sciences, electrical energy supply, and energy management in the six different towns in Slovenia. The surveys data are analysed by using descriptive statistics, comparisons of average values, correlation, and multivariate factor analysis. The needs for more efficient energy use between different users and the significance of production of renewable...

The farmer as a main factor of structural change in rural area’s: examination of slovenian farmers’ characteristics, perceived opportunities and threats and strategies as part of rural development in Slovenia AgEcon
Bergevoet, Ron H.M.; Kuipers, Abele; Marija, Klopcic.
Agriculture in Slovenia is characterized by less-favourable natural and structural conditions. The degree of competitiveness of the whole agro-food sector will eventually decide whether farmers and industry will be able to compete on the EU market. Slovenian agriculture at the moment still lacks competitiveness Farmers that want to stay into business will have to further develop their farm. For farm development, besides craftsmanship and management skills increasingly entrepreneurial competencies are needed. To get insight into the entrepreneurial characteristics of Slovenian dairy farmers by investigating the opportunities and threats as perceived by farmers (external factors) to establish a future in rural Slovenia in the relation to internal factors...

The Impact of CAP and EU Cohesion Support on Growth and Convergence of the Eastern Slovenia Region in the Period 2007-2013 AgEcon
Juvancic, Luka; Kuhar, Ales; Sila, Urban; Erjavec, Emil.
The paper investigates economic performance of the Eastern Slovenia region in the changed economic and policy environment after the accession to the EU. The likely impacts of public expenditure in the field of cohesion and agricultural policy in the period of the Community financial perspective 2007-2013 are analysed by the regional Input–Output model estimated with modified GRIT methodology. Results of the impact analysis carried out by application of various policy scenarios suggest that: (i) the analysed funds can significantly contribute to the overall output growth of the regional economy; (ii) EU budgetary inflows contribute to economic convergence of the region; (iii) differences between the projected impacts primarily depend on the regional...
