The social safety nets in Mexico and the United States rely heavily on food assistance programs to ensure food security and access to safe and nutritious foods. To achieve these general goals, both countries' programs are exclusively paid for out of internal funds and both target low-income households and/or individuals. Despite those similarities, economic, cultural, and demographic differences between the countries lead to differences in their abilities to ensure food security and access to safe and nutritious foods. Mexico uses geographic and household targeting to distribute benefits while the United States uses only household targeting. Bidding for WIC infant formula contracts: Do non-WIC customers subsidize WIC customers? AgEcon

Although the WIC food assistance program purchases over one-half of all US infant formula, I find the program has little impact on the prices paid by non-WIC customers. I estimate infant-formula marginal cost and find that it is low compared to price, implying large price-cost markups. But, the WIC program is not to blame. Instead large price-cost markups are likely due to customer’s price insensitivity. WIC’s impact on non-WIC customers comes through an increase in sales owing to a WIC “spill-over” effect. The WIC approved brand attains a prominence in the market that makes it a natural choice for non-WIC customers, which makes attaining WIC approval valuable to firms. Changing Participation in Food Assistance Programs Among Low-Income Children After Welfare Reform AgEcon

In 1996, the safety net for poor households with children fundamentally changed when Federal legislation replaced Aid to Families with Dependent Children (AFDC) with Temporary Assistance for Needy Families (TANF). This study investigates participation in, and benefits received from, AFDC/TANF and food assistance programs, before and after the legislation, for children in low-income households (income below 300 percent of the Federal poverty line). The results show that, between 1990 and 2004, the share of children receiving food stamp benefits declined, most notably among children in the poorest households (income below 50 percent of the Federal poverty line). This Economic Information Bulletin describes characteristics of low-income households that had very low food security in 2005. The U.S. Department of Agriculture monitors the food security of low-income households to assess how effectively the Government’s domestic nutrition assistance programs meet the needs of their target populations. USDA seeks to reduce the prevalence of very low food security among low-income households as part of its strategic plan under the Government Performance and Results Act (GPRA).

The WIC program offers supplemental foods to low-income women, infants, and children. This study compared consumption patterns of WIC children with those of three different comparison groups: eligible nonparticipating children living in non-WIC households, eligible nonparticipating children living in WIC households, and children living in households whose income is too high to be eligible for WIC. The study provides strong evidence that participation in the WIC program increases consumption of at least some types of WIC-approved foods. Could Behavioral Economics Help Improve Diet Quality for Nutrition Assistance Program Participants? AgEcon

Findings from behavioral and psychological studies indicate that people regularly and predictably behave in ways that contradict some standard assumptions of economic analysis. Recognizing that consumption choices are determined by factors other than prices, income, and information illuminates a broad array of strategies to influence consumers’ food choices. These strategies expand the list of possible ideas for improving the diet quality and health of participants in the U.S. Department of Agriculture’s (USDA) Food Stamp Program; the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC); and the National School Lunch and School Breakfast Programs.

Economic Linkages Between the WIC Program and the Farm Sector AgEcon

In fiscal 2008, the $4.6 billion of food purchased with vouchers from the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) generated $1.3 billion in farm revenue. Because WIC participants would have purchased some of these foods with their own money in the absence of the program, the net addition to farm revenue from WIC is estimated at $331 million and the net increase in full-time-equivalent farm jobs at 2,640. The study uses an Input-Output Multiplier Model to derive these estimates and assumes that recent revisions in the WIC food packages were implemented in all States in fiscal 2008.

The Food Stamp Program and the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) address poor nutrition among low-income adults, infants, and children in the United States. Higher rates of obesity among the populations these programs serve have led to concern that the programs may, ironically, contribute to the problem. To analyze the relationships between program participation and body weight, the study used cross-sectional data spanning the period 1976-2002. Eighty-four percent of U.S. households with children were food secure throughout 2007, meaning that they had consistent access to adequate food for active, healthy lives for all household members. Nearly 16 percent of households with children were food insecure sometime during the year, including 8.3 percent in which children were food insecure and 0.8 percent in which one or more children experienced very low food security—the most severe food-insecure condition measured by the U.S. Department of Agriculture.
