The multifunctional character of agriculture has gained increasing attention in both policy and research over the last few years. The most relevant policy initiative for the programming period 2000-2006 in terms of multifunctionality is Council Regulation (EC) No 1257/1999, while LEADER+ is of particular interest due to its innovative approach to governance (Schader and Stolze, 2005a). In order to improve governance structures it is necessary to find out what the governance situation is at the regional level and what regional stakeholders think about the multi-level governance system. So far, there is little empirical evidence regarding the way local stakeholders perceive governance processes in the EU in terms of rural development. The aims of this study... |

Background Dietary patterns have manifold impacts on the environment. • However, studies that assess dietary patterns operate with varying methodological approaches and underlying assumptions, which evoke different, and occasionally even contradicting, results. • This leads to uncertainty regarding what should or should not be eaten, especially with regard to animal-source food (ASF) and production types (e.g. conventional or organic). • Therefore, to adequately interpret results, it is necessary to interpret these in the context of the respective methods used and assumptions made. |

Since 1993, the Swiss law and Ordinance on Direct Payments for Agriculture (ODP) enables farmers to be compensated for ecological measures. A catalogue lists different possible measures which can be implemented at farm level both to create space for nature and biodiversity and to generate an alternative income for farmers. Measures include the maintenance of e. g. semi-natural structures in the landscape such as high-stem trees, hedges, pastures and meadows which are not intensively used (detailed catalogue: ART 2009). Succeeding a fast increase in the number of these areas, stagnation has been observed (BIODIVERSITYMONITORING 2009). Additionally, it has become evident, that many compensation areas are in unfavourable conditions for biodiversity and their... |

In order to foster a multifunctional agriculture that is adapted to the societal demand, the preferences of the regional population for functions provided by agriculture have to be identified. This demand, however, is difficult to measure economically, since multifunctionality is partly concerned with public goods. Our study aimed at identifying the societal demand for economic, ecological and sociocultural functions of agriculture and the underlying reasons within the framework of multifunctionality. Therefore, methods which can measure several functions at the same time and which include also qualitative information in addition to revealing Willingness-to-pay (WTP) values were regarded as most appropriate. For our research question, we opted for an... |

The aim of this PhD thesis was to calculate the cost-effectiveness of organic farming in achieving environmental policy targets compared to single-agri-environmental policies. Using a theoretical model, it was demonstrated that financial support for organic farming does not in principle contradict the Tinbergen Rule, even if there are other targeted policy measures which are more cost-effective in achieving specific environmental goals. Hence, organic farming should be included as an option within a mix of other policies as long as its costeffectiveness with respect to the overall set of policy goals is superior to that of a combination of other policy instruments. The cost-effectiveness of agri-environmental policies can be understood as a function of... |

Increasing efficiency in livestock production and reducing the share of animal products in human consumption are two strategies to curb the adverse environmental impacts of the livestock sector. Here,we explore the roomfor sustainable livestock production by modelling the impacts and constraints of a third strategy in which livestock feed components that compete with direct human food crop production are reduced. Thus, in the outmost scenario, animals are fed only from grassland and by-products from food production. We show that this strategy could provide sufficient food (equal amounts of human-digestible energy and a similar protein/calorie ratio as in the reference scenario for 2050) and reduce environmental impacts comparedwith the reference scenario... |

The economic efficiency of financial support of organic farming has been questioned by economists and policy makers. However, little empirical research has been done in order to evaluate the economic performance of these payments. Thus, the aim of this paper is to calculate the cost effectiveness of organic farming support in achieving environmental policy targets compared to other agri-environmental measures. The cost-effectiveness of agri-environmental measures can be understood as a function of policy uptake, environmental effects, and public expenditure. Taking the Swiss agricultural sector as an empirical case study, cost-effectiveness of organic farming support and other single agri environmental measures was calculated. For this purpose, the... |

This report on EU governance structures for the multifunctionality of agriculture represents Deliverable 6.1 of the MEASCOPE project. Executive Summary In order to adapt to external and internal necessities, Europe’s Common Agricultural Policy (CAP) the emphasis is gradually shifted from market price support measures to direct payments and rural development policy. This results in a stronger focus on the multifunctional character of agriculture, which comprises the fact that the agricultural sector not only produces food and fibre, but also shapes the landscape, provides environmental benefits and contributes to socio-economic aspects of life in rural areas. The way how this new policy area of rural development is governed on the various levels, is an... |

This paper presents a new approach to evaluate the cost effectiveness of agrienvironmental policies at agricultural sector level. On the basis of the sectorconsistent, comparative-static, farm group model FARMIS, the determinants of policy cost-effectiveness at sector level are addressed: Firstly, intensity levels for the FARMIS activities are defined in order to model uptake of agri-environmental policies with FARMIS, secondly, life-cycle assessment data is attached to these intensity levels to determine environmental effects of the policies and thirdly, public expenditure is calculated under consideration of transaction costs. This paper concludes discussing potential applications and the methodological challenges of the approach. |

While the role of livestock in sustainable food systems is heavily debated, recent studies show that livestock can contribute to global nutrition security by converting leftover streams – products humans cannot or do not want to eat - into animal-source food (ASF). Where these studies clearly underpin livestock’s role in global food security, the current study aims to identify which combination of livestock systems, differing in production level, can optimally convert leftover streams into protein. To this end, we developed an optimization model containing a variety of livestock systems (pigs, dairy cattle, beef cattle, laying hens and broilers), differing in production level (low, mid and high), to enable better utilization of the various (low quality)... |
