Governance Structures for the Multifunctionality of Agriculture in the EU - Bottom-up View of Local Stakeholders in Europe Organic Eprints

The multifunctional character of agriculture has gained increasing attention in both policy and research over the last few years. The most relevant policy initiative for the programming period 2000-2006 in terms of multifunctionality is Council Regulation (EC) No 1257/1999, while LEADER+ is of particular interest due to its innovative approach to governance (Schader and Stolze, 2005a). Background Dietary patterns have manifold impacts on the environment. • However, studies that assess dietary patterns operate with varying methodological approaches and underlying assumptions, which evoke different, and occasionally even contradicting, results. • This leads to uncertainty regarding what should or should not be eaten, especially with regard to animal-source food (ASF) and production types (e.g. conventional or organic). • Therefore, to adequately interpret results, it is necessary to interpret these in the context of the respective methods used and assumptions made.

Since 1993, the Swiss law and Ordinance on Direct Payments for Agriculture (ODP) enables farmers to be compensated for ecological measures. A catalogue lists different possible measures which can be implemented at farm level both to create space for nature and biodiversity and to generate an alternative income for farmers. Measures include the maintenance of e. g. semi-natural structures in the landscape such as high-stem trees, hedges, pastures and meadows which are not intensively used (detailed catalogue: ART 2009). Cost-effectiveness of organic farming for achieving environmental policy targets in Switzerland Organic Eprints

The aim of this PhD thesis was to calculate the cost-effectiveness of organic farming in achieving environmental policy targets compared to single-agri-environmental policies. Using a theoretical model, it was demonstrated that financial support for organic farming does not in principle contradict the Tinbergen Rule, even if there are other targeted policy measures which are more cost-effective in achieving specific environmental goals. Impacts of feeding less food-competing feedstuffs to livestock on global food system sustainability Organic Eprints

Increasing efficiency in livestock production and reducing the share of animal products in human consumption are two strategies to curb the adverse environmental impacts of the livestock sector. Here,we explore the roomfor sustainable livestock production by modelling the impacts and constraints of a third strategy in which livestock feed components that compete with direct human food crop production are reduced. Thus, in the outmost scenario, animals are fed only from grassland and by-products from food production. Die Landwirtschaft trägt weltweit mit 12–32 Prozent zum Klimawandel bei. Hauptquellen sind der Methanausstoss der Wiederkäuer, der CO2-Verbrauch für die Herstellung von Düngern und Pestiziden, die Abholzung von Wäldern für den Ackerbau und Weideflächen sowie die Bodenerosion. Auch der Einsatz des Pflugs verbraucht viel Energie, verstärkt den Abbau von Humus und belastet somit das Klima. Gemäss bisherigen Untersuchungen benötigt die biologische Landwirtschaft schon heute mit den gängigen Methoden weniger Energie als die konventionelle Bewirtschaftung. This paper presents a new approach to evaluate the cost effectiveness of agrienvironmental policies at agricultural sector level. On the basis of the sectorconsistent, comparative-static, farm group model FARMIS, the determinants of policy cost-effectiveness at sector level are addressed: Firstly, intensity levels for the FARMIS activities are defined in order to model uptake of agri-environmental policies with FARMIS, secondly, life-cycle assessment data is attached to these intensity levels to determine environmental effects of the policies and thirdly, public expenditure is calculated under consideration of transaction costs. The main cornerstones for enhancing the credibility of the organic dairy sector are: a) to realize an efficient roughage-based production, which requires significantly less inputs from arable land than conventional systems without producing more GHG emissions per unit of products as a whole; b) to enhance dairy cows’ health and welfare, indicated by a clearly improved longevity; and c) to develop the right matches between local conditions (in particular available feed sources) and cow genotypes, in order to achieve functioning systems with the lowest possible need for external nutrient sources.

The role of multi-target policy instruments in agri-environmental policy mixes Organic Eprints

The Tinbergen Rule has been used to criticise multi-target policy instruments for being inefficient. The aim of this paper is to clarify the role of multi-target policy instruments using the case of agri-environmental policy. Employing an analytical linear optimisation model, this paper demonstrates that there is no general contradiction between multi-target policy instruments and the Tinbergen Rule, if multi-target policy instruments are embedded in a policy-mix with a sufficient number of targeted instruments. We show that the relation between cost-effectiveness of the instruments, related to all policy targets, is the key determinant for an economically sound choice of policy instruments. Strategien zur Reduzierung der Treibhausgasemissionen in der ökologischen Milchviehhaltung Organic Eprints

Strategien zur Minderung der Emissionen von Methan und anderen in der Rinderhaltung entstehenden Treibhausgasen sind in der gegenwärtigen Agrar- und Klimapolitik von großer Bedeutung. Dieser Beitrag geht der Frage nach, inwieweit in der ökologischen Rinderhaltung mittels 1) Substitution von Futtersoja und 2) verbessertem Tiergesundheitsmanagement eine Senkung von Treibhausgasemissionen erreicht werden kann. Untersuchungen aus Österreich und der Schweiz belegen dies. Effektive Maßnahmen zur Senkungen von Treibhausgasemissionen stellen die Substitution von Futtersoja durch regional erzeugte Eiweißfuttermittel und ein verbessertes Tiergesundheitsmanagement dar.

Die österreichische Landwirtschaft verursacht jährlich externe Kosten von etwa 1,3 Milliarden Euro. Weil der Biolandbau diese um etwa ein Drittel reduzieren kann, muss er stärker gefördert werden. Nötig sind außerdem eine Stickstoff-, Energie- und Pestizidsteuer sowie ein langfristiges politisches Bekenntnis zur Ökolandwirtschaft.

Modelling N2O emissions from organic fertilisers for LCA inventories Organic Eprints

Apart from mineral fertilisers, organic fertilisers act mainly via the soil C-N pool in order to provide available nitrogen to plants. This different mode of action is not reflected so far in the current IPCC N2O emission model. Here we propose a simple model to calculate N2O emissions from organic fertilisers and plant residues. It considers the long-term immobilisation of N within stable organic matter in the soil as well as the mineralisation of additional N from the soil pool. A first test with field data showed reliable simulations of measured N2O emissions.
