It is estimated that fish aggregating devices (FADs) are now used for over 40% of world tropical tuna catches, making this technique a major phenomenon for high seas fisheries worldwide, and one that has experienced great expansion over the past three decades. The question of whether the FAD is a good or a bad tool for the exploitation of marine resources depends on many parameters. Commercial tunas and billfishes (swordfish, marlins and sailfish) provide considerable catches and income in both developed and developing countries. These stocks vary in status from lightly exploited to rebuilding to severely depleted. Previous studies suggested that this variability could result from differences in life-history characteristics and economic incentives, but differences in exploitation histories and management measures also have a strong effect on current stock status. More than ten years after its launching, an evaluation of the results of the FADs programme carried on in Reunion Island has been made. Its implementation and its impact on artisanal fishery in Reunion Island have been analysed. The Mediterranean small-scale fleet is highly adaptive, showing a dynamic fishing intensity and strategy, and exploiting seasonal abundant resources. In this area, the aggregatory behaviour under floats of juvenile fish has been used since ancient times to exploit oceanic migratory species such as dolphinfish (Coryphaena hippurus), using Fish Aggregating anchored Devices (fads). A total of 2 300 boats are engaged in this fishery from August to December, the main fishing areas being those around Malta, Tunisia, Sicily and Majorca. Recently, declining populations of several pelagic shark species have led to global conservation concerns surrounding this group. As a result, a series of species-specific banning measures have been implemented by Regional Fishery Management Organizations (RFMOs) in charge of tuna fisheries, which include retention bans, finning bans and trading bans. There are both positive and negative aspects to most management measures, but generally, the positive aspects outweigh the negatives, ensuring the measure is beneficial to the resource and its users in the long term. The number of purse seiners active in the western Indian Ocean averaged 53 during the first quarter compared to 41 vessels during the same period last year. Fishing activity was high during the first half of the year with a record for the month of March of 55 licensed vessels. The fishing results for the first quarter were not as good as those previously recorded in the last three years, however there are still 28 logbooks outstanding at the time of publication. Catch rates averaged 14.6 MT/day compared to 22MT/day in 1991 and 26MT/day in 1990. The number of purse seiners active in the Western Indian Ocean during the third quarter of 1986 stabilized at 33 vessels. This is comparable to the 34 vessels licensed in September of last year. As determined from purse seiner logbooks collected up to the end of September, catch rates improved considerably from the first and second quarter 1986 though not reaching the level of the first quarter of 1984. Data used to generate the tables and figures presented here are based on daily catch and effort forms (logbooks) returned from fishing vessels that are licensed to fish in the Seychelles EEZ and for purse seiners, as well as from data collected via the tuna sampling programme conducted during transshipment in Port Victoria. Sometimes there are delays in these being received at SFA, especially for longliners that often spend up to a year at sea, and for purse seiners the delays are usually during and just after the second quarter of the year when most vessels are fishing in the Mozambique Channel and are not necessarily using Port Victoria for transshipment. |
